Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes SECA Commission Wednesday, May 26, 2021 9:00 AM On Zoom - Open agenda to see phone & webinar options Public Meeting: Public Art Taskforce CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the COVID-19 pandemic. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. PUBLIC FORUM: No speakers for Public Forum D. OLD BUSINESS: City of Naperville Page 2 Printed on 7/1/2021 SECA Commission Meeting Minutes May 26, 2021 1. Review and approve the Public Art Task Force meeting minutes of April 20, 2021 Venezia requested the minutes be amended to clarify that the Aurora Public Art Commission began in 1996. Commissioner Greene Robb made a motion, seconded by ETF member Andrews, to approve the minutes as amended. The motion carried by the following vote: 8-0 E. NEW BUSINESS: 1. Conduct Q/A of the Century Walk Long-range Public Art Plan Chairman Kim reviewed the four sub-committees discussed and accepted at the April 20, 2021 meeting: Vision; Program Administration; Applicant Initiated Art Curation; City Initiated Art Curation The ETF discussed the level at which the Century Walk Long Term Public Art Plan reflects the subcommittee topics, that developing a Public Art Program/Commission is not a burden for the City, that it is appropriate for the public to be involved in the creation of the program since public funds may be used, and the importance of transparency in the application, review, and funding processes. By consensus, the ETF agreed to develop a list of questions regarding the plan submitted by the Century Walk prior to being discussed at the next meeting. 2. Discuss membership suggestions and make assignments to the Public Art subcommittees Tabled to the next meeting as several subcommittee members still needed to be appointed. F.
