Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes SECA Commission Tuesday, June 29, 2021 1:00 PM On Zoom - Open agenda to see phone & webinar options Public Meeting: Public Art Taskforce CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the COVID-19 pandemic. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. Approve the Exploratory Task Force (ETF) meeting minutes of May 26, 2021 Venezia requested the minutes be amended to clarify the ETF agreed that the list of questions regarding Century Walk plan was to be provided prior to being discussed at the next meeting. Commissioner Greene Robb made a motion, seconded by ETF member Andrews, to approve the minutes as amended by the following vote: 8-0 2. Receive the report out regarding City Council direction and the development of a Public Art program Sullivan recapped Council direction of February 2020 for the taskforce, discussed the need for a more complete long-term Public Art program that represents all of Naperville, and a process to: 1) curate art, 2) develop a vision, 3) develop a fair and equitable process for members of the community to contact the City with requests to display public art outside of the annual application cycles, 4) manage art by an independent and diverse group of citizens, and 5) identify potential future funding opportunities for public art. The goal is to present a recommendation to the City Council in the fall. 3. Conduct Q/A of the Century Walk Long-range Public Art Plan Chairwoman Brodhead stated that due to the large number of questions submitted regarding the Century Walk plan, and the need to continue to move the ETF forward in order to make a recommendation to the City Council in the fall, that the questions should be sent to the individual subcommittees as a starting point to their discussions. As such, each chair will receive the questions related to that particular subcommittee in advance of their first meeting. 4. Discuss membership suggestions and make assignments to the Public Art subcommittees Chairwoman Brodhead and Gallahue reviewed the subcommittees as follows: 1) Vision Chair: Sun Kwok Members: Erin Franczyk and Ryder Stejskal 2) Program Administration Chair: Melvin Kim Members: Nancy Chen, Nikole Langham, Sue Omanson, Nina Vittori, and Philip Buchanan 3) Municipal and Applicant Art Curation Chair: Shannon Greene Robb Members: Katie Wood, Jacque Clermont, Dustin Thacker, Marquell Oliver, Peter Thaddeus, and Brittany Malatt City of Naperville Page 3 Printed on 10/7/2021 SECA Commission Meeting Minutes June 29, 2021 The ETF discussed the direction and purpose for each of the subcommittees, that the goal is to have each subcommittee report to the ETF in September, and that the ETF will present final recommendations to the City Council in October.
