Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes - Final SECA Commission Monday, July 19, 2021 6:00 PM On Zoom CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the COVID-19 pandemic. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few second delay after you are unmuted until your mic will be live. Please identify yourself for the public record and speak clearly. CALL TO ORDER: Chairman Brodhead called the SECA Commission meeting to order at 6:03 p.m. B. ROLL CALL: Present 8- Vasavi Chakka, Nancy Chen, Jaqueline Clermont, Vicki Coletta, Colleen McQuillan, Tom Miers, Theresa Sullivan, and Nancy Turner Absent 2- Shannon Greene Robb, and Donna Kearney Also Present: Director of Community Services, Pam Gallahue; Special Events Coordinator, Dawn Portner; Administrative Assistant, Rachel Pruneda; Records Clerk, Gina Nelson Chairman Brodhead thanked the outgoing SECA Commissioners Melvin Kim, Colleen McQuillian and Deanna Losurdo for their service and welcomed new SECA Commissioners Vasavi Chaaka and Tom Miers. Review and approve the SECA Commission meeting minutes of January 7, 2021 Commissioner Clermont made a motion, seconded by Commissioner Coletta to approve the SECA Commission meeting minutes of January 7, 2021 Aye: 7- Chakka, Chen, Clermont, Coletta, McQuillan, Miers, and Turner Absent: 2- Greene Robb, and Kearney Abstain: 1- Sullivan 2. Receive the status update on the Public Art Program initiative Kim updated the Commission on the status of the Public Art Program Initiative. He explained that in response to Council direction to develop a public art recommendation, an eight-member Exploratory Taskforce (ETF) has been formed, has met three times since April, and is now chaired by Judy Brodhead. He also stated that three subcommittees have started to meet in the areas of Vision, Program Administration, and Art Curation, that they will be present recommendations to the ETF in September, and that the ETF will present the Public Art Program recommendation to the City Council in October. E. NEW BUSINESS: 1. Conduct the year-end review of the Calendar Year (CY) 2021 SECA Grant Fund cycle The Commission discussed the CY21 SECA cycle and directed revision of the current application (specifically adding more questions on sustainability), updating the current SECA mission statement to better align with the City's mission statement, and to review the current prepayment process. Commissioners were assigned to subcommittees to address these issues as follows: Mission Statement Chairman Brodhead and Commissioner Chakka Application Commissioner Turner in partnership with the City's Sustainability Coordinator Prepayment Process Commissioner Chen and Commissioner Miers Each subcommittee will present recommendations at the next Commission meeting. 2. Review and approve the Calendar Year (CY) 2022 SECA Grant Fund application timeline and direct staff to evaluate process updates for the CY 2022 cycle The CY22 SECA Grant Fund timeline was reviewed with no edits or questions. Aye: 7- Chakka, Chen, Clermont, Coletta, McQuillan, Miers, and Turner Absent: 2- Greene Robb, and Kearney Abstain: 1- Sullivan Councilwoman Sullivan informed the Commission that a proposal to designate Century Walk as a SECA Grant Fund City Obligation will be discussed at the July 20 City Council meeting.
