SECA Commission Meeting Minutes - Final July 10, 2024
A. CALL TO ORDER:
Chairman Brodhead called the meeting to order at 6:00 PM.
B. ROLL CALL:
Present 7- Judith Brodhead, Natalia Dagenhart, Rich Gannon, Tom Miers, David
Scriven-Young, Lai So, and Arthur Zards
Absent 3- Shannon Greene Robb, Allison Longenbaugh, and Kader Sakkaria
Also present: Miranda Barfuss, Community Grants Coordinator; Nancy Juarez,
DuPage Hispanic Alliance; Maria Rodriguez DiGioia, DuPage Hispanic Alliance;
Stephanie Penick, Positively Naperville; Richard Lo, Artist
C. PUBLIC FORUM:
Maria Rodriguez DiGioia presented DuPage Hispanic Alliance's
change-of-scope request to move the location of the window murals by
Giovanni Arellano from 47 E. Chicago Avenue to the Naperville Public Library,
located at 200 W. Jefferson Avenue. Due to construction work on Washington
Street, the Downtown Naperville Alliance suggested the move and a signed
agreement between the Naperville Public Library and DuPage Hispanic Alliance
was submitted. The mural painting will begin on July 10 and be completed July
24. The mural will be displayed until July 28 and removed on the same day.
Commissioner Miers made a motion to approve the change of scope request,
seconded by So. The motion was approved by unanimous voice vote.
D. OLD BUSINESS:
1. Approve the SECA Commission meeting minutes of June 19, 2024

Barfuss corrected a scrivener's error and added the word "Commission" under
New Business, Item 2.
Commissioner Gannon made a motion to approve the amended SECA
Commission meeting minutes of June 19, 2024, seconded by Dagenhart. The
motion was approved by unanimous voice vote.
2. Approve a change-of-scope request from Richard Lo and Art of Inclusion
Attachments: Richard Lo and Tony Andrews Change of Scope Request 061724
Lo reported that he is no longer working with Art of Inclusion and would like to
withdraw the change-of-scope request. Commissioners accepted the
withdrawal. Lo went on to say that he is pursuing the DuPage Children's
Museum as a possible location for the mural. Museum staff met on his proposal
and invited him to meet in August. Commissioners discussed the need to
expend the funds this calendar year, the mural concepts, ideas for promotion

and execution, and confirmed that the DuPage Children's Museum is public
property owned by the City of Naperville. Commissioners discussed the next
meeting date and agreed to leave the regularly scheduled SECA meeting on
August 21, 2024 with flexibility to schedule a meeting sooner if there is an
update.
E. NEW BUSINESS:
Brodhead shared her good experience at the Naperville Salute and noted that
SECA was not acknowledged with the other sponsors. Barfuss confirmed that
SECA acknowledgement is a grant requirement. Commissioners discussed the
requirement. Barfuss suggested adding a request to submit evidence of SECA
acknowledgment to the final grant report form. Commissioners also discussed
the public art program overall, questions of ownership and maintenance that
need to be codified, and agreed that progress on formalizing the public art
program is occurring.
F. ADJOURNMENT:
Commissioner Scriven-Young made a motion to adjourn the SECA Commission
meeting of July 10, 2024 at 6:46 PM, seconded by Dagenhart. The motion was
approved unanimous voice vote.
