CALL TO ORDER: Chairman Brodhead called the meeting to order at 6:05 PM. B. Commissioner Miers made a motion to allow Commissioner So to join the meeting by phone, seconded by Greene Robb. The motion was approved by unanimous voice vote. C. PUBLIC FORUM: None D. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of August 21, 2024 Attachments: SECA Minutes 082124 DRAFT Commissioner Greene Robb made a motion to approve the SECA Commission meeting minutes of August 21, 2024, seconded by Sakkaria. The motion was approved by unanimous voice vote. E. NEW BUSINESS: 1. Receive an update from the Public Art Working Group Dawn Portner reviewed the May 2022 expansion of SECA Commission's duties and powers to include administration of a public art program. A steering committee was formed and meets quarterly. An additional working group formed to begin creating a public-private partnership dedicated to public art in Naperville and to report to the steering committee. The public art working group has been meeting weekly since July 2024. Dawn Portner continues to serve as the City staff liaison for the Public Art Working Group and the Public Art Steering Committee. Portner reviewed public art projects that have occurred since May 2022 and reported on the removal of the train sculpture at the DuPage Children's City of Naperville Page 1 Printed on 1/28/2025 SECA Commission Meeting Minutes - Final-revised September 24, 2024 Museum stating that a portion of the sculpture is being repurposed at the new train spotting location by the Naperville train station. Portner went on to say that Brand Bobosky announced his retirement from Century Walk and the City is retaining the services of Century Walk's curator, Dodie Mondero, to continue the maintenance on existing Century Walk artwork. A $75,000 City Obligation request is being submitted for maintenance in 2025. Commissioner Greene Robb introduced the public art working group members: Emily Ory, Michael Gold, Mikel Mays and Erin Franczyk. Greene Robb reported that the group is forming a public-private partnership with the City of Naperville, modeled after the Naperville Development Partnership (NDP). The group has submitted 501(c)(3) paperwork to the Secretary of State and is conducting research on best practices for municipal public art programs and launching a public art survey. The group is also submitting SECA funding applications for several projects for 2025. Commissioners asked how the partnership will interact with SECA, how administrative expenses will be handled, and whether the partnership will continue maintenance on Century Walk art. Ory responded that the partnership would like to be the first stop for new public art ideas and will apply for SECA funding on an annual basis for projects. Ultimately, they would like to apply for grants and other private funding to support public art projects and not solely rely on SECA. The partnership has not incurred administrative expenses to date. Portner replied that the City will continue the maintenance on Century Walk art and the partnership is designed to advise and vet new requests for public art. Sakkaria asked if we had funds remaining in the 2024 public art set-aside funding and Barfuss confirmed there is $12,000 remaining. Gannon asked for clarification on public art being able to be located on private property. Brodhead reviewed that the SECA Policies & Procedures handbook says public art can be placed on private property with private property owner agreement. Brodhead asked if the group has started identifying public property where art can be located, Greene Robb replied that they are working on it. Brodhead asked if there are any additional items for New Business. Franczyk presented a concept for a temporary mural to be located at 222 S. Main Street and requested $12,000 of the remaining 2024 public art set-aside funds for the project (attached). The mural is interactive allowing visitors to appear to be holding a large brown eyed susan flower, native to the Springbrook Prairie. Each ring on the bottom of the mural represents 5 years of Naperville history. The mural will be printed on substrate and temporarily affixed to the wall. An agreement will be signed with the private property owner. Commissioner Sakkaria made a motion to approve the expenditure of $12,000 of the remaining public art set-aside funds for the mural proposed at 222 S. Main Street, seconded by Dagenhart. ADJOURNMENT: Brodhead requested that SECA Commissioners share with her when they are attending SECA-funded events and check for SECA funding recognition. Barfuss reported that the SECA final report form has been updated to request evidence of SECA recognition be submitted. Commissioner Gannon made a motion to adjourn the SECA Commission meeting of September 24, 2024 at 7:15 PM, seconded by Greene Robb.
