Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, August 19, 2020 6:30 PM Via Zoom Sister Cities Commission Sister Cities Commission Meeting Minutes August 19, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, the Sister Cities Commission meeting scheduled for August 19, 2020 will be conducted remotely. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: The commissioner read the Open Meeting Act to go over the conditions for meeting using Zoom. B. ROLL CALL: A quorum was met and a Roll Call vote was taken. PUBLIC FORUM: The Commissioner asked if there were any speakers under Public Forum. Patty Lindstrom gave a review of the present standing of the Sister Cities Foundation. City of Naperville Page 2 Printed on 10/1/2020 Sister Cities Commission Meeting Minutes August 19, 2020 The Sister Cities Foundation Members are: Patty Lindstrom, Chair; Julie Federico, Treasurer; Brent Lindstrom, Sami Siddiqi and Randy Russell are general board members. There are currently 2 slots open. Rachel Pruneda advised the group that only two (2) members of the Sister Cities Commission can attend a Foundation meeting due to the Open Meetings Act. D. OLD BUSINESS: E. REPORTS: Approve the Sister Cities Commission minutes of July 8, 2020 A motion was made by Alan Lowe and seconded by Vasavi Chakka to APPROVE the minutes from the July meeting. A roll call vote was taken: Fuhrer, Lowe, Cui, Chakka, Abubaker, Luo, Wang AYES (7) NAYS (0). Motion passed. Receive the Treasurer’s report The commission RECEIVED and FILED the Treasurer's report. 1. Cancun update / Special Tasting Event - Councilwoman Gustin & Lance Fuhrer Discussion of the SECA proposal ideas: A progressive restaurant event with the Mexican restaurants in Naperville. A Cinco de Mayo event on May 5th honoring a couple members of the Naperville's Hispanic community. 2. SECA Grant Update - Sophia Luo & Alan Lowe There are two upcoming mandatory SECA meetings in order to apply for SECA funding. Vasavi and Alan Lowe will join the SECA introductory meeting on Aug 25th at 1:00pm. Sohia and Aristai will join the SECA introductory meeting on Aug 27th at 5:00pm. 3. Foundation Members - Alan Lowe F. NEW BUSINESS: One Commission position is open as Ammar Sayla has resigned. Recommendations for his replacement will be reviewed by Mayor Chrico.
