This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the COVID-19 pandemic. CALL TO ORDER: Alan Lowe called the meeting to order. B. ROLL CALL: C. PUBLIC FORUM: There were no speakers under public forum. Discuss plans for Naperville’s Hispanic Festival The board met to discuss the festival and to breakdown some of the events scheduled: Entertainment: Naperville Municipal Band: There will be no charge for the Naperville Municipal Band, but could be a $300 fee for a sound engineer. DJ Tito Latino (Richard Jimenez) has quoted the group $500 to deejay for the City of Naperville Page 1 Printed on 5/5/2021 Sister Cities Commission Meeting Minutes - Final March 24, 2021 evening. Emcee for the event: Scott Mackay of the River has agreed to emcee the event. We are interested in hiring a mariachi band for an hour or for three (3) twenty minute sessions. Unsure what the cost will be at this point. Councilwoman Gustin has expressed an interested in having Young Naperville Singers chorus group sign at our event. Award Ceremony: We expect this portion to take 15 - 20 minutes. Logistics of the site: Alan met with both the City of Naperville's Special Events Coordinator, Dawn Portner as well as Jackie Lawdensky at the Park District. They are requesting that we submit a drawing that lays out where everything will be stationed. We plan on having Belgio's Catering onsite for serving beverages. We will reach out to them to discuss what beverages they can offer. Bill Donofrio mentioned inviting Fat Rosie's to serve margaritas. Other costs that we will have, include; hiring of police officers for the special event and porta-potties just to name a few. Tent Permit - We would like to have a tent to hold a Hispanic themed art contest. This task has been assigned to Vasavi and Shafeek. Raffle - It was suggested that we hold a raffle at the festival that could include a 50/50 cash raffle, hotel stay. This task has been assigned to Bill Donofrio. Marketing: We plan to market using Facebook, our website, Positively Naperville and through Naperville businesses. Should we reach out to Spanish Clubs to see if they are interested in getting involved. They could sell items at the festival that could benefit their club. Commissioners were asked to submit headshots to Rachel Pruneda so that we may include them on on webpage. Our student commissioners could assist with sharing event information with their high schools. Sophia Luo can coordinate t-shirts that commissioners can wear the day of the event and assist with art work for Sister Cities Commission. We will reach out to the foundation for an update on the website as it relates to the festival. G.
