CALL TO ORDER: Chairman Fuhrer called the meeting to order at 635 p.m. B. Present 6- Bill Donofrio, Lance Fuhrer, James Alan Lowe, Becky Rudolph, Neelam Saboo, and Yugin Wang Absent 3- Peter Foyo, Vidya Joshi, and Sophia Luo ABSENT: Shruti Panse, Student Representative Mohammad Habeeb Khan, Student Representative ALSO PRESENT: Zachary Wu, Student Representative Tamana Ramkumar, Student Representative Councilwoman Patty Gustin Rachel Pruneda, Staff Laision C. PUBLIC FORUM: We had one speaker under Public Forum. Cal Raisner introduced himself and expressed an interest in the commission. Mr. Raisner has been a Naperville resident for 45 years, has worked as an Administrator in Public Education and served on several boards. He has the skill set needed to serve in this capacity and would like to be considered for a future appointment. D. WELCOME: Becky Rudolph was appointed to serve on the Sister Cities Commission at the City Council meeting held on April 5th, 2022. Becky’s term will run from April 5, 2022 through May 30, 2024 Chairman Fuhrer welcomed Becky Rudolph to the Commission. Becky provided a brief introduction. We look forward to working together. E. OLD BUSINESS: There was no Old Business to discuss. F. REPORTS: Approve the Sister Cities minutes of February 9, 2022 City of Naperville Page 1 Printed on 8/9/2022 Sister Cities Commission Meeting Minutes - Final April 13, 2022 Bill Donofrio motioned and Alan Lowe seconded to approve Sister Cities minutes of February 9, 2022. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Receive and file the Treasurer’s Report through March 2022 Alan Lowe moved to approved the Treasurer's Report, seconded by Bill Donofrio. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Approve the Sister Cities minutes of March 9, 2022 Bill Donofrio moved, seconded by Alan Lowe to approve the minutes of March 9, 2022. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. CHAIRMAN'S REPORT - Chairman Fuhrer Chairman's Report: Chairman Fuhrer recommended placing one of our Sister Cities display cases at the public library. It would probably be viewed much more. COUNCILMAN'S REPORT - Councilwoman Gustin Councilwoman Gustin provided an ambulance update. She said that the paperwork is still going through legal and customs. Councilwoman Gustin and Neelam discussed an interview that will be on a future podcast. FOUNDATION UPDATE: Commissioners Wang and Foyo Commissioner Wang said that no meetings have been called by the Foundation. SISTER CITY UPDATE - Commissioner Lowe Commissioner Lowe is working on an agenda for a future meeting with Cancun officials. G. NEW BUSINESS: Approve registration fee for Commissioners to attend the Illinois Sister Cities Association Conference being held on April 22 & 23, 2022 at the Tinley Park Convention Center Chairman Fuhrer moved, and Commissioner Donofrio seconded to approve registration fees for Commissioners Lowe, Wang, and Saboo to attend the Illinois Sister Cities Association Conference held on April 22 & 23 at the Tinley Park Convention Center. Approve the purchase of a video from NCTV in the amount of $10 from Naperville first Hispanic festival Chairman Donofrio moved, seconded by Chairman Rudolph to approve the purchase of a video from NCTV in the amount of $10 from the Hispanic Festival held in 2021. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Recommendation to engage with Edward Hospital Group of Naperville and their foundation for a fundraising project to provide relief supplies for the Ukranian refugees Commissioner Lowe motioned, seconded by Saboo to approve initiation of the Ukraine Refugee Medical Supplies donations with the Naperville Chamber of Commerce, Marquette, Kidsmatter for a fundraising effort to provided Ukranian relief AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Approve to conduct a search, engage discussions with a foundation of interest to team up with Naperville Sister Cities Commission on upcoming projects Commissioner Donofrio moved, seconded by Lowe to approve conducting a search and engaging in discussions with a foundation of interest to team up with Sister Cities of future projects. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Approve/Recommend to the Sister Cities Foundation that there be no entry fee or vendor fees to attend or participate in the Hispanic Festival Commissioner Donofrio moved, seconded by Commissioner Rudolph approved recommended to the Foundation that there be no entry to the Hispanic Festival. AYES (6): Wang, Donofrio, Rudolph, Fuhrer, Saboo, Lowe NAYS: (0). Motion passed. Discuss attendance and timeliness at our general meetings. We need a majority of members to attend meetings in order to have a quorum and to vote on items and conduct business. Councilwoman Gustin addressed the issue of attendance. It was recommended that we reach out to the Commissioners who have missed several meetings. It is difficult to conduct business when we do not have a quorum.
