1. Welcome newly appointed Student Representatives
Our student representatives gave brief introductions.
2. Approve the Sister Cities Commission meeting minutes of August 13, 2025
Motion was made by Commissioner Bukowski, seconded by Commissioner Wang
to approve the minutes of August 13, 2025. Motion passed by voice vote.
3. Approve the Sister Cities meeting schedule for the 2026 calendar year
General board meetings are held quarterly on the 2nd Wednesday of the month at 6:30
p.m. and additional meetings may be added as needed.
2026 MEETING DATES:
January 21 - Joint meeting with the Commission and Foundation
February 11
May 13

Commissioner Rudolph made a motion, seconded by Commissioner Chamberlain
to approve the Sister Cities meeting schedule for the 2026 calendar year. Motion
passed by voice vote.
4. Receive an update on the Monarch Garden project
Commissioner See and Staff provided updates to the Monarch Butterfly Project.
5. Review of recent letter received by our Sister City partner in Nitra, Slovakia
Motion was made by Commissioner Chamberlain, seconded by Commissioner
Rudolph to receive the letter from Nitra. Motion passed by voice vote.

6. Discuss topics for Commissioner Bukowski to share with Nitra Mayor Hattas in
December
Commissioners Bukowski led the discussion on his upcoming visit to Nitra. The
Commissioners and Council Liaison discussed potential topics to engage in;
education, culture, opportunities.
7. Review the roles and responsibilities of the Naperville Sister Cities Commission and
Sister Cities Foundation
Motion was made by Commissioner Chamberlain, seconded by Commissioner
Rudolph to TABLE the roles and responsibilities report to the January 21, 2026
meeting. Motion passed by voice vote.
8. Provide feedback on the 2025 Sister Cities Commission Annual Report
Commissioners and Staff held a discussion on goals, achievements and future
goals to be included in the annual report.
City Staff will bring back an annual report at the January 21st meeting.
9. Sister Cities Foundation Updates
A brief discussion was held on 2 upcoming Foundation events; the International
Festival and the Art Competition.
10. Quarterly Updates on Sister City Partnerships
Commissioners discussed providing quarterly reports/updates on our three (3)
Sister Cities..

PUBLIC COMMENT:
TO PROVIDE PUBLIC COMMENT DURING THE MEETING: To address the
Commission in person during the meeting, members of the public should sign up in
person at the meeting location on the day of the meeting. Signup is available for 30
minutes prior to the start of the meeting.
TO SUBMIT WRITTEN COMMENTS OR A POSITION OF SUPPORT OR
OPPOSITION:
You may submit written comments and position statements to the commission at
www.naperville.il.us/bc-comment in advance of the meeting. Comments will be received
from the time the agenda is published until 24 hours before the meeting start time.
Comments and position statements received during this timeframe will be shared with the
commission and posted in the Meeting Details section on the City’s meeting
management system in the day of the meeting. Comments received outside this time
frame will not be transmitted or posted. Written comments will not be read aloud during
the meeting.
PARTICIPATION GUIDELINES: The citizen participation guidelines are outlined in:
2-1-16 - CITIZEN PARTICIPATION of the Naperville Municipal Code.
ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from
harassing or directing threats or personal attacks at Commission members, staff, other
speakers or members of the public. Comments made to intentionally disrupt the meeting
may be managed as necessary to maintain appropriate decorum and allow for city
business to be accomplished.
IF YOU SIGN UP TO SPEAK: The Chairman will call your name at the appropriate time
during the Commission meeting. Once your name is called you may identify yourself for
the public record. Speak clearly and try to limit remarks directly to the matter under
discussion. Speakers are limited to three minutes and are called in the order they sign
up.
