ROLL CALL: Present: Brown, Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig, Seeberg Absent: Meyer C. PUBLIC FORUM: D. REPORTS AND RECOMMENDATIONS: 1. Recommend approval of the preferred alternative for improvements to the intersection of 95th Street and Book Road Preissig began the public hearing for the 95th Street and Book Road intersection improvements. Preissig provided an overview of the public hearing process. Dunne provided a brief background on the project and introduced the City’s engineering consultant, Tice Cole from Crawford, Murphy, and Tilly, Inc. Cole delivered a presentation about the project, including project location and study area, project phases and environmental process, purpose and need, alternatives and evaluation, preferred alternative, environmental study results, land acquisition, and public forum process. The full presentation is available at the project webpage: https://www.naperville.il.us/95thbook. Fischer asked for clarification on the federal safety funding. Cole elaborated on the application and selection process. Howenstine asked about pedestrian safety considerations, increased traffic, collective neighborhood communication, and land acquisition. Cole and Dunne provided responses. Seeberg expressed concern with increased speeding and Dunne responded that staff can conduct a speed study and verify that the posted speed limit is appropriate. Seeberg asked about the right turn lanes and Cole explained how the traffic signal will operate. Student member Melaniphy asked and Cole confirmed that the traffic modeling did consider the peak times due to the high school. Melaniphy asked about the alley at the southwest quadrant of the intersection and Dunne explained how traffic utilizing the alley will be impacted by the intersection improvements. Staff provided responses about the process and next steps. Cole provided additional information about the access points for the gas station at the northeast corner of the intersection. Dunne and Hynes provided information about the traffic forecasting that identified this intersection for future improvements. Gustin asked about the proposed geometry and Cole spoke about the design requirements. Cole responded to Fischer’s question about why alternative 1 is not eligible for federal funding and why alternative 3 is the best candidate. Gustin asked about the implementation and Staff stated that the work will be done during the 2021 construction season. Hynes provided information on funding extensions. Brown asked and Dunne responded that the remaining 10% of funding would come from the City. Preissig asked about the crosswalk shown at Book Road and Tamahawk Lane and Dunne responded that the City would prefer pedestrians to cross at 95th Street. Staff answered the Board’s additional questions about traffic flow and access at the gas station, and the duration of construction. Public Comment: Julie Berkowicz - 405 Gateshead Drive, Naperville - Will County Board Commissioner District 11 Berkowicz asked the project team to consider pedestrian safety, the impact to local business, school buses travelling in the alley, and the alley access onto Book Road. Tom Verdone - 23155 Joyce Lane, Naperville Tom Verdone expressed concerns with the project encroaching on his property and impacting his landscaping, increased traffic volume and speeds, increased noise, increased non-local traffic, and congestion impacts to a quiet neighborhood. Cathy Verdone - 23155 Joyce Lane, Naperville Cathy Verdone expressed concerns with exposure to traffic, queuing on Book Road, speeding traffic, lack of stop signs or traffic signals along Book Road, and not enough information provided on the extend of the project. Preissig closed the public comment period. Dunne explained that traffic signals must meet warrants to be installed and clarified that this project is proposing to widen Book Road only at the intersection. Gustin asked about landscaping replacement for noise abatement. Dunne responded that the noise study found that no remediation was necessary, that trees will be replaced per City of Naperville Page 2 Printed on 9/15/2020 Transportation Advisory Board Meeting Minutes June 6, 2019 IDOT policy, and that landscaping would be considered in the valuation of any land acquisition. Gustin also inquired about construction phasing and impacts on businesses and residents. Dunne confirmed that the City will coordinate with impacted property owners. Seeberg requested clarification on review of safety at the intersection. Cole summarized the crash history analysis at the intersection. Dunne noted that Staff could conduct an analysis of crash trends once the project is complete. Overholt expressed a safety concern for drivers exiting the gas station. Cole clarified that there was no crash history indicating a trend for that movement. The Board summarized the need for and the impacts of the project and concluded their comments. A motion was made by Melaniphy, seconded by Gustin, to approve the preferred alternative for improvements to the intersection of 95th Street and Book Road Aye: 8 - Brown, Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig, Seeberg Nay: 0 2. Recommend approval to rescind stop control and establish a traffic-control signal intersection at Mill Street and Commons Road Hynes explained that the new traffic signal at Mill Street and Commons Road had recently been turned on. This item is being brought to TAB to clean up the Municipal Code so that it aligns with the current traffic control conditions. Gustin asked if the process for codifying traffic signals could be streamlined and combined with the project approval. Staff will evaluate the process. A motion was made by Fischer, seconded by Seeberg, to recommend approval to rescind stop control and establish a traffic-control signal intersection at Mill Street and Commons Road. Aye: 8 - Brown, Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig, Seeberg Nay: 0 3. Recommend approval to restrict parking on the north side of Jefferson Avenue from the centerline of Ellsworth Street to a point 105’ west of the centerline of Ellsworth Street and to restrict parking on the north side of Jefferson Avenue from the centerline of Ellsworth Street to a point 100’ east of the centerline of Ellsworth Street. Dunne provided background on the proposed parking restriction, stating that a resident requested the installation of an all-way stop in order to address a perceived safety concern. Staff evaluated the intersection and it did not meet the required number of points to warrant all-way stop control. Dunne relayed that staff identified a sight distance obstruction due to vehicles parked on Jefferson Street and conducted a sight distance study. To provide a clear line of sight and reduce potential vehicle conflicts, Staff is recommending to remove two parking spaces. Preissig clarified that this traffic request began as an all-way stop request and turned into City of Naperville Page 3 Printed on 9/15/2020 Transportation Advisory Board Meeting Minutes June 6, 2019 a sight distance concern. Gustin recalled previous instances where the City installed stop signs based on resident requests, even when the required points were not met. Gustin expressed that he would prefer the installation of an all-way stop at this intersection, as well as the parking restrictions. A motion was made by Gustin, seconded by Melaniphy, to recommend approval to restrict parking on the north side of Jefferson Avenue from the centerline of Ellsworth Street to a point 105’ west of the centerline of Ellsworth Street and to restrict parking on the north side of Jefferson Avenue from the centerline of Ellsworth Street to a point 100’ east of the centerline of Ellsworth Street. Approve the minutes of the March 7, 2019 Transportation Advisory Board meeting A motion was made by Gustin, seconded by Fischer, to approve the minutes of the March 7, 2019 Transportation Advisory Board meeting. Approve the minutes of the April 4, 2019 Transportation Advisory Board meeting A motion was made by Gustin, seconded by Fischer, to approve the minutes of the April 4, 2019 Transportation Advisory Board meeting. Aye: 8 - Brown, Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig, Seeberg Nay: 0 Police Department Report Commander Williams provided the Board with future campaigns, including a focus on seatbelts and driver impairment during the Fourth of July period, and the upcoming speed awareness day. Commander Williams noted that 247 citations had been issued during the April distracted driving awareness month. Gustin asked if the Police Department could address speeding concerns in the Westside neighborhood now that data collection for the traffic study was complete. Commander Williams confirmed that enforcement was continuing in that area. Preissig inquired about the program that encourages children to ride bikes safely. Commander Williams will follow up on the status of the program. Commander Williams stated that a press release would be sent out by the City regarding parking in the downtown during Ribfest. Howenstine clarified that parking information is posted on the Ribfest webpage. E. OLD BUSINESS: Gustin thanked staff for removing graffiti at the Route 59 train station. NEW BUSINESS: Gustin asked if additional motorcycle parking was being considered for the Route 59 train station. Dunne explained how the City operates the motorcycle permit parking program. Fischer inquired about the demolition of the old public works building (Water Tower West). Dunne responded that the daily fee rate had not yet been determined and demolition would begin this summer and be completed in the fall. Gustin questioned why TAB is not involved in the Downtown Streetscape or parking modifications at the train station. Hynes explained that the Streetscape plan does have a public involvement piece and that the downtown plan includes various other, non-transportation components. G.
