Police Department Report
Sergeant Zook provided a summary of the recent three-day speed enforcement event,
which coincided with Illinois Speed Awareness Day. The Police Department worked over
77 man-hours, conducted 146 traffic stops with 140 of those stops resulting in speeding
citations, and had four arrests.
Sergeant Zook also discussed the upcoming Back to School Program which consists of
an educational campaign and enforcement around schools.
1. Approval of the revised selection process for the New Sidewalk Program
Dunne gave a presentation on the current state of the New Sidewalk Program and the
proposed modifications to the selection process.
Fischer asked if the funding level had been determined yet. Dunne responded that staff
would use the historic $300,000 amount for planning purposes.
Overholt inquired about gap locations that TAB had previously approved and Dunne
clarified that all locations would have to be vetted through the revised selection process
prior to being constructed.
Preissig asked if cost-share with other agencies should be included in this revised
selection process. Dunne responded that this process focuses on incorporated
properties, which would therefore not have a cost-share opportunity. Preissig also asked
how gaps filled by teardowns would be accounted for. Dunne answered that staff reviews
known upcoming teardown locations, but does not weigh that into the selection criteria.
Preissig brought up potential funding from grants or Safe Routes to School. Dunne replied
that the locations in Naperville would not score highly for Safe Routes to School but that
staff can consider other applicable funding opportunities.

Seeberg asked for clarification on the proposed three-to-five year program. Dunne
explained that a multi-year program allows staff to fully maximize the funds budgeted for
a single year, specifically when bids come in low.
Public Comment:
Keith Mueller, 335 S Sleight St, Naperville
Mr. Mueller explained why the gap segment on south Sleight Street is a good candidate
for this program and expressed support for the revised selection process.
TAB Discussion:
The Board discussed various aspects of the proposed selection process, including the
inclusion of safety in the ranking criteria, ADA sidewalk improvements, the length of the
program, the required level of property owner support, sidewalk construction in front of
future teardowns, the property owner survey and notification process, prioritization criteria
for arterial gaps, the method for removing unsuitable locations if necessary in the future,
and the anticipated funding level.
Following the discussion, TAB recommended several amendments:
· The program shall be a three-year program.
o Initial recommendation proposed a three-to-five-year program.
· A gap segment must be opposed by two-thirds of adjacent property owners in
order to be removed from consideration.
o Initial recommendation proposed a fifty percent level of opposition in
order to be removed from consideration.
· A gap segment that was not included in the approved program requires support
from two-thirds of adjacent property owners in order to be considered by TAB.
o Initial recommendation proposed a one hundred percent level of support
in order to be considered by TAB.
To address other points raised by TAB, Staff noted that the entire list of locations under
consideration could be posted on the City’s website, and that TAB or City Council could
propose a specific location for consideration if it was not initially selected as a potential
candidate.
A motion was made by Gustin, seconded by Seeberg, to approve the
revised selection process for the New Sidewalk Program, incorporating
the amendments recommended by TAB.

2. Recommend approval to remove two-way yield control and establish two-way stop
control at the intersections of Birchwood Drive and Sunnybrook Drive, Birchwood
Drive and Stonegate Road, and Birchwood Drive and Briarwood Drive; to
establish two-way stop control at the intersection of Birchwood Drive and Brush
Hill Circle; and to remove one-way yield control at the intersection of Birchwood
Drive and Cottonwood Lane.
Dunne provided an overview of the proposed traffic control revisions.
TAB discussed the City’s process for evaluating yield control intersections. Staff will

compile a list of the remaining yield control locations within the City and assess if a
city-wide replacement initiative would be appropriate.
A motion was made by Overholt, seconded by Fischer, to recommend
approval to remove two-way yield control and establish two-way stop
control at the intersections of Birchwood Drive and Sunnybrook Drive,
Birchwood Drive and Stonegate Road, and Birchwood Drive and
Briarwood Drive; to establish two-way stop control at the intersection of
Birchwood Drive and Brush Hill Circle; and to remove one-way yield
control at the intersection of Birchwood Drive and Cottonwood Lane.

3. Recommend approval to restrict parking on the west side of Cedar Glade Drive
from the centerline of Ledgestone Court to a point 120’ north of the centerline of
Ledgestone Court.
Dunne provided an overview of the proposed parking restriction and TAB expressed
support.
A motion was made by Melaniphy, seconded by Seeberg, to recommend
approval to restrict parking on the west side of Cedar Glade Drive from
the centerline of Ledgestone Court to a point 120’ north of the centerline
of Ledgestone Court.

4. Approve the minutes of the June 6, 2019 Transportation Advisory Board meeting
TAB made two amendments to the minutes.
A motion was made by Melaniphy, seconded by Gustin, to approve the
minutes as submitted and amended.

E. OLD BUSINESS:
Melaniphy inquired about the removal of sidewalk ramps as part of the ADA improvement
project. Hynes explained that, in order to be compliant with ADA standards, all sidewalk
ramps must have a receiving ramp on the other side of the street. When this cannot be
achieved, the sidewalk ramp is being removed or relocated.
Gustin asked about the status of the Westside Neighborhood Traffic Study. Dunne
responded that staff is currently reviewing the consultant’s recommendations for the
neighborhood, as well as the preliminary traffic calming toolkit.
Gustin thanked the Public Works Department for cleaning the Route 59 train station.
Melaniphy requested an update on the 95th Street and Book Road intersection

improvements project. Dunne explained that a group of neighbors near the intersection
who expressed concerns with the project had been engaged with Staff and spoke in
opposition to the project at the July 16th City Council meeting. City Council did not
approve the preferred alternative and directed staff to conduct additional public
engagement.
Preissig asked about the recent changes to the commuter parking rules and regulations.
Dunne explained the changes implemented in regards to carpooling and vehicle
registration information for permit holders. Gustin stated that a penalty fee may increase
effectiveness in deterring permit misuse.
Gustin asked about allowing only Naperville residents to use the commuter parking lots.
Dunne responded that there are some restrictions on the way the City can operate the
lots based on agreements with the railroad.
Fischer asked if the Burlington fund could be applied to the 5th Avenue Development.
Hynes answered that it could potentially be used for that project, depending on the
specific use. Fischer asked if TAB would have the ability to review proposed changes due
to the 5th Avenue Development. Hynes responded that TAB would potentially have some
involvement in proposed projects, such as a new downtown parking deck.
