Thursday, September 3, 2020 7:00 PM Held on Zoom due to COVID-19
CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and
allows public bodies to temporarily conduct meetings remotely during a state of emergency,
subject to certain requirements, including a determination by the head of the public body that an
in-person meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Transportation Advisory Board meeting
scheduled for September 3, 2020 will be conducted remotely. The means by which the public
may
watch, listen, and/or participate in the meeting are described below.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.
To login on your computer or iPad:
Click the link to join the webinar, the password is provided on this agenda. Once connected, if
you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the
Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few
second delay after you are unmuted until your mic will be live. Please identify yourself for the
public record and speak clearly.

criticism are encouraged. Speakers must refrain from harassing or directing threats or personal
attacks at Board members, staff, other speakers or members of the public. Comments made to
intentionally disrupt the meeting may be managed as necessary to maintain appropriate
decorum and allow for city business to be accomplished.

C. PUBLIC FORUM:
Tim Fischer expressed how much of a honor it was to serve on the
Transportation Advisory Board and thanked everyone that has been involved in
TAB throughout the years.
This was closed.
D. REPORTS AND RECOMMENDATIONS:
1. New member welcome and training session for all members
Deputy City Engineer Andy Hynes made a presentation for the training of the
new members of TAB. The presentation covered the main focus areas of the
Transportation, Engineering, and Development team and TAB's role as an
advisory board to City Council.

Transportation Advisory Board Discussion:
Nondorf and Melaniphy thanked Hynes for putting together the training
presentation.
Public Comment:
No Public Comment.
2. Approve the minutes of the March 5, 2020 Transportation Advisory Board meeting
A motion was made by Webb, seconded by Gustin, to approve the minutes of the
March 5, 2020 Transportation Advisory Board Meeting. The motion carried by
unanimous vote.
Aye: 7- Gustin, Howenstine, Melaniphy, Seeberg, Hurley, Nondorf, and Webb
Absent: 2- Brown, and Blubaugh
E. OLD BUSINESS:
There was no old business discussed.
F. NEW BUSINESS:
Melaniphy asks Hynes to speak about the future expansion of 248th Avenue.
Hynes gave an overview on the preliminary engineering study at 248th Avenue
between 95th Street and 103rd Street. Hynes spoke about the public meetings
that were had virtually and the upcoming in-person meeting that will be held on
September 10th.
Howenstein asked if any discussion has been had about the potential
permanent closing of Jefferson Avenue between Main Street and Washington
Street and whether that would be something that TAB would be involved in.
TED Deputy Director Jennifer Louden responded that many streets have been
considered for closure in the downtown area in order for more outdoor dining
space. The trial weekend had very good public feedback but at this time their is
no consideration for Jefferson Avenue to be closed full time.
Gustin asks what the next steps and processes are on the Traffic Calming
Toolkit, 5th Avenue Development, and West Side Study.
Louden mentions that the Traffic Calming Toolkit is currently out for public
comment on the city website. The West Side Study is currently reviewing
different options for how to proceed with a public meeting during the pandemic.
The 5th Avenue Development Project is now on hold because of the uncertainty
of the pandemic.
Hurley asks if TED or TAB have jurisdiction over pedestrian and bicycle paths in
the city parks.
Louden responds that the city, park district, and the two forest preserve districts

have jurisdiction over the pedestrian and bicycle paths.
G. ADJOURNMENT:
A motion was made by Nondorf, seconded by Seeberg, to adjourn the meeting of
at 8:01 p.m. The motion carried by a unanimous vote.
