Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Transportation Advisory Board Thursday, October 1, 2020 7:00 PM Held on Zoom due to COVID-19 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, the Transportation Advisory Board meeting scheduled for September 3, 2020 will be conducted remotely. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few second delay after you are unmuted until your mic will be live. Please identify yourself for the public record and speak clearly. PUBLIC FORUM: There were no speakers for Public Forum This was closed. D. REPORTS AND RECOMMENDATIONS: Police Department Report There were no staff from the Police Department This was closed. 1. The motion carried by unanimous vote. Aye: 9- Gustin, Howenstine, Melaniphy, Seeberg, Brown, Blubaugh, Hurley, Nondorf, and Webb 2. Approve the 2021 Transportation Advisory Board meeting schedule T.E.D. Deputy Director Jennifer Louden discusses how the schedule was prepared and noted that the April 1st meeting falls during the District 203 and 204 spring break. A motion was made by Gustin, seconded by Webb, approved. The motion carried by unanimous vote. Aye: 9- Gustin, Howenstine, Melaniphy, Seeberg, Brown, Blubaugh, Hurley, Nondorf, and Webb 3. Approve a Recommendation to Establish a 25 MPH Speed Limit for numerous subdivisions and streets across Naperville. T.E.D. Project Manager Michael Prousa explains the process of establishing speed limits on city streets. Staff found 65 streets from smaller subdivisions across Naperville that had not had their speed limit established. Staff is looking for TAB to approve a recommendation for a 25 mph speed limit to be established for these streets. Gustin asks if their is a 25 mph city wide ordinance for streets that do not have a speed limit established Deputy Engineer Andy Hynes explains that the city does not have an ordinance and that the set speed limit for those streets is 30 mph per the Illinois Vehicle Code. Seeberg asks if this means that every street will get signage. Prousa explains that not every street will get signage but that the entrances to the larger subdivisions would have speed limit signage. Melaniphy asks if their is an audit done that finds out if signage got put up when these subdivisions are being built. Prousa explains that signage does not get put up by the developers because it is assumed that the speed limit is 30 mph per the Illinois Vehicle Code. Hurley asks if the City shares the changes to speed limits to commercial mapping companies. Prousa says that he will get back to Hurley via email on the answer to his question. A motion was made by Nondorf, seconded by Gustin, approved. The motion carried by unanimous vote.
