400 S. Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes - Final Transportation Advisory Board Thursday, September 1, 2022 7:00 PM Council Chambers A. CALL TO ORDER: Chariman Melaniphy called the September 1, 2022 Transportation Advisory Board Meeting to order. B. ROLL CALL: This was closed. Present 5- Scott Hurley, Michael Melaniphy, Inga Orolin, Matthew Seeberg, and James Webb Absent 4- Janet Blubaugh, Michael Brown, Mary Howenstine, and Suzanne Hart C. PUBLIC FORUM: Rosanne Nielsen brought her concerns about excessive speeding on Gartner Road. She has lived there for 8 years and has constantly dealt with drivers disobeying the speed limit and tailgating. She states that there are no stop signs between Charles and Washington. She wants to know what staff can do to help the situation. City Traffic Engineer Andy Hynes states that staff will look at this concern and once data is collected staff will look at the traffic calming toolkit to see if anything can be done. Traffic Sergeant Ricky Krakow states the Police Department works with TED staff to see when the speeding occurs. Marilyn Schweitzer is concerned with speeding and stop compliance on Gartner and at Gartner and Charles. She is happy the City is adding stop bars at Gartner and Charles. She states that stop signs will not help the speeding that occurs on Gartner. She recommends voluntary compliance with traffic regulations. Bob White lives near Gartner and Charles and states that there is always traffic because of the Gartner Bridge and have started seeing more traffic with the expansion of Naper Boulevard. He states that Gartner is a preferred street for a bicyclists because it is an on-street bike route. He states that he reviewed the Traffic Calming Toolkit and did not find any information stating that stop signs are not used for speed control. He believes that stop signs should be added on Gartner Road to stop speeding. Melanie Sepera states that at first the traffic was not that bad but as the city City of Naperville Page 1 Printed on 5/22/2023 Transportation Advisory Board Meeting Minutes - Final September 1, 2022 grew there was more traffic. She states that it is very dangerous to pull out of her driveway with the excessive speeding. She believes that stop signs will deter speeding of the vehicles. She wants the City to prioritize Gartner. Brett Laughlin has concerns about the DuPage River Trail and the speeding vehicles on Gartner. He would like a flashing beacon pedestrian crossing installed at Gartner and Edgewater. Patrick Bowler states that Gartner is a cut through for downtown and people speed through it. He would like a stop sign installed at Gartner and Julian because of the amount of vehicles that use the intersection. He states that vehicles drive over 35 mph going east. He wants driver feedback signs installed on Gartner. Matt Seeberg asks Staff to bring the report and recommendations for Gartner Road to a TAB meeting. This was closed. D. REPORTS AND RECOMMENDATIONS: Police Department Report This was closed. 1. Brian Shanahan lives at 527 W Douglas. He states that he strongly opposes the sidewalk being installed on his side of the street. He states that a sidewalk was installed recently on the other side of the street. He states that there is no need because of the matured trees. He wants to know if an engineer looked at the property because of the elevation in the parkway. Donna Malone speaks about the sidewalk on Franklin between Julian and Huffman. She is the only owner that lives on the block, her neighbors are renters from North Central that aren't in the houses long term. She also has quite a bit of landscaping and trees in the parkway. She does not see the need because of the sidewalk across the street. Joe Haselhorst lives on Cottage and does not believe his side of the street should have a sidewalk. He states that people don't even use the sidewalk across the street and that most people use the street to walk. He states that there are plenty of trees and landscaping that will be impacted. He also states that there will be ice problems on the sidewalk because of the tree canopy. Marilyn Schweitzer states that she appreciated the NEST presentation and the city should consider them. She lives on Charles and Gartner. She states that closing gaps should be a quicker process. She wants community surveys or open houses for the public to have say on the matter. She recommends the sidewalk scores get posted on the City's open data site. Jay Valentine lives on Wright south of Prairie and if a sidewalk is extended through his property, he will lose at least two trees. He accepts that if the sidewalk is installed, he would like the sidewalk installed as close to the street as possible. He believes that his living room would be too close to the potential sidewalk. He would like staff to consider not installing the sidewalk. Chris Sanlucci states that he is speaking for Brian Shanahan who spoke earlier. He wants staff to take another look at the gap on West Street because there is quite a bit of slope and a lot of trees would have to be taken out for the sidewalk to be installed. John Gerken lives on Victoria Court and he believes that the street does not need a sidewalk because there is no need for a sidewalk on the court. Additional comments from Donna Malone were received via email to staff and TAB, these emails included photos of her property that would be impacted by the sidewalk installation. Hurley asks what approving the recommendation means for the process and if there are other opportunities for the public to voice their opinions. Hynes states that TAB can make amendments to the recommendation list before staff brings the agenda item to CIty Council. He states that staff does a high level review of the locations and that they are very sensitive about landscaping and trees before building. City of Naperville Page 3 Printed on 5/22/2023 Transportation Advisory Board Meeting Minutes - Final September 1, 2022 Melaniphy asks Rhoades whether the list was captured of the residents that spoke and if we can amend these locations off the list that goes to City Council. Rhoades states that TAB is able to amend the list and staff can come back to TAB. Webb asks why the sidewalk program is approved 3 years out. Hynes states that the list goes to City Council before it is approved. He also states that there are several steps before the sidewalks get installed. Hynes states that part of the reason the approve a 3 year program is to have flexibility just in case there are design issues down the road. Seeberg asks why the gap on Cottage was not done in the last program. Rhoades states that it was one of the alternates and got cut from the program because of budget reasons. Seeberg states that all the written and verbal objections were all on the 2025 list. Rhoades states that if TAB is interested they can amend the program to only include the 2023 and 2024 program list. Seeberg states that he is in favor of moving in that direction. Hynes states that staff would not have any objection to TAB approving just the 2023 and 2024 program. Melaniphy entertains a motion either as submitted or as amended. Hurley wants to confirm that all the locations that had objections were not in the 2023 or 2024 program. Receive the presentation on using Geographic Information System (GIS) tools to evaluate walkability in Naperville Dr. Reed Perkins gave a presentation on walkability in Naperville Scott Hurley asks what the assumed mph was for the person walking. He also states that there are a lot of variables in the approach. This Report was received. E. OLD BUSINESS: There was no old business discussed. This was closed. F. NEW BUSINESS: There was no new business discussed. This was closed. G.
