ROLL CALL: Present 5- Scott Hurley, Michael Melaniphy, Inga Orolin, Matthew Seeberg, and James Webb Absent 4- Janet Blubaugh, Michael Brown, Mary Howenstine, and Suzanne Hart C. PUBLIC FORUM: There was no public comment. This was closed. D. REPORTS AND RECOMMENDATIONS: Police Department Report Traffic Sergeant Derek Zook talks about distracted driving awareness month which was April. The police department used a grant to enforce distracted driving throughout the month. Zook states that May is motorbike awareness month, and that the public needs to be aware of motorcycles and bicyclists on the roadway. Lastly, he mentions that the Route 59 enforcement campaign will be on May 9th and include multiple municipalities along the whole length of Route 59. This was closed. 1. Approve the recommendation to establish two-way stop control at the intersection of Sunnybrook Drive/Stauffer Drive/Monterey Court. Hurley asks if the streets in the neighborhood were built at the same time and if they were why weren't both intersections given stop control. Calpin explains that the other intersections have a different hierarchy of street classification. Webb asks if it was a resident that brought this issue up. Calpin states that it was. A motion was made by Seeberg, seconded by Hurley, approved. The motion carried by the following vote: Aye: 5- Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 4- Blubaugh, Brown, Howenstine, and Hart 3. Approve the recommendation to establish a “No Parking Zone” on the north side of Jefferson Avenue from a point 80 feet east of the centerline of Whispering Hills Drive to a point 125 feet west of the centerline of Whispering Hills Drive. Attachments: Proposed Jefferson Avenue No Parking Exhibit Jefferson Avenue No Parking Zone Draft Ordinance Project Engineer Phil Tartaglia presents staff's recommendation to establish a No Parking Zone on the north side of Jefferson Avenue from a point 80 feet east of the centerline of Whispering Hills Drive to a point 125 feet west of the centerline of Whispering Hills Drive. Hurley asks for clarification on the map and the distances that are listed. Tartaglia states that staff would be moving the restriction to the west to clear up sight distance. Webb asks if something similar was done to the other side of the street. Tartaglia states that yes and that these are similar concerns as the restriction on the other side of the street. A motion was made by Webb, seconded by Orolin, approved. Approve the recommendation to rescind the existing “No Parking” zone and City of Naperville Page 2 Printed on 6/2/2023 Transportation Advisory Board Meeting Minutes - Final May 4, 2023 establish a “No parking, stopping, or standing” zone on both sides of Central Park Road from a point 342 feet south of Benton Avenue to a point 564 feet south of Benton Avenue Attachments: Central Park Road No Parking Stopping or Standing Zone Draft Ordinance Central Park Road Location Map City Traffic Engineer Andy Hynes presents staff's recommendation to rescind the existing “No Parking” zone and establish a “No parking, stopping, or standing” zone on both sides of Central Park Road from a point 342 feet south of Benton Avenue to a point 564 feet south of Benton Avenue. Gordon Taffin who lives in the condo building that is impacted by this issue states that delivery trucks are blocking the garages, preventing residents from leaving. He states that the delivery trucks are typically stopped for 15-20 minutes. Seeberg states that the change makes perfect sense. He asks if the temporary sign should be replaced with a more permanent sign and who would put this sign up. Hynes states that a temporary sign is posted currently for giving delivery drivers direction. He states that the no parking, stopping, or standing signs would be enforceable. Zook states that those signs would be enforceable. Hynes states that when the development to the north redevelops, they will look at a more concrete location for deliveries. Hurley asks what the enforcement fines are and states that sometimes companies just pay the fine because it is easier for them. Zook states that the fines start at 25 dollars and go up each time. He states that after the 10th ticket, they can tow the vehicles. He will let the community service officer to be on the look out for this occurring. Taffin adds that the community service officers have been a huge help in deterring the issue. A motion was made by Hurley, seconded by Seeberg, approved. The motion carried by the following vote: Aye: 5- Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 4- Blubaugh, Brown, Howenstine, and Hart E. OLD BUSINESS: Hynes gives an update on the Washington Street Bridge project. This was closed. F. NEW BUSINESS: Hynes gives an update on the student members and states that he does not know if this would be their last meeting. Melaniphy gives thanks to Ava Binkowski and Dylan Swanson for their tenure on the board. This was closed. G.
