CALL TO ORDER: Chairman Melaniphy called the November 7, 2024 Transportation Advisory Board Meeting to order. B. ROLL CALL: Present 7- Michael Krzywinski, Michael Melaniphy, Nigel Neibel, James Webb, Sarah Rose, Andrea. Nair, and Brian Laird Absent 3- Jennifer Bruzan Taylor, Scott Hurley, and Alice James C. PUBLIC FORUM: There were no speakers in public forum. This was closed. D. REPORTS AND RECOMMENDATIONS: Police Department Report Sergeant Zook gave an update on the enforcement campaigns that are occurring. This was closed. 1. Approve the minutes of the September 5, 2024, Transportation Advisory Board Meeting A motion was made by Webb, seconded by Neibel, approved. The motion carried by the following vote: Aye: 7- Krzywinski, Melaniphy, Neibel, Webb, Rose, Nair, and Laird Absent: 2- Bruzan Taylor, Hurley, and James 2. New member welcome and training session for all members New Tab members introduced themselves along with current members. Staff provided a training PowerPoint presentation for the board. Melaniphy gave information regarding phone use during board meetings. Recommend approval of an ordinance amending the Naperville Traffic Schedule to remove both sides of Monticello Dr., from Plank Rd. to Bellingrath Ct., from section VIIA, Four-Hour Limited Parking, and to add the east side of Monticello Dr., from 60’ north of the centerline of Plank Rd. to 37’ north of the centerline of Bellingrath Ct. to Section VIA, No Parking Zones. Transportation Project Manager Mary Hartegan gave an overview of the recommended parking restriction on Monticello Drive. Howard Korn spoke against the proposal as it only impacts his house. He states that the change would preclude him from ever parking in front of his home. He states that congestion in the area only occurs between 4 and 7 pm. He states that the proposal should change to reflect an hourly restriction or a park parking restriction. Amy Spiewak who lives in Bellingrath Ct. on the north end of the proposed restriction. She states that the congestion is created because of the park district parking. She states that the congestion goes into Bellingrath Ct. during these times as well. She has concerns that parking that will be leaving Monticello will then push parked vehicles onto Bellingrath Ct. creating more congestion there. Webb asks about how time restrictions would work at certain locations throughout the city and if the city has any rules regarding that. Transportation Manager Prousa states that consistency would be key. Webb asks if we had any changes to any similar locations throughout the City. Prousa states the City does have other locations where this occurs. Melaniphy asks if staff has any other ideas for the recommendation. Deputy Director Jennifer Louden states that staff can reach out to the Park District to find out more information. Melaniphy states that he is understanding of the residents concerns regarding the parking restriction in front of one person's house. Rose asks if any incident occurred that brought this up. Prousa states that this came from a resident concern. Staff found inconstancies with the signage and City code at this location. Melaniphy asks if the existing signs are in our code. Prousa states that they are not. Rose asks if people from the train station park in the neighborhood. Rose asks if thought was put into where the cars would park when putting in the signage. Prousa states that its a part of the process when looking at a restriction. Zook states that parking on both sides of the street could impact public safety equipment from getting to the neighborhood. Item tabled to collect more information. A motion was made by Webb, seconded by Laird, tabled. The motion carried by the following vote: Aye: 7- Krzywinski, Melaniphy, Neibel, Webb, Rose, Nair, and Laird Absent: 2- Bruzan Taylor, Hurley, and James 4. Receive the evaluation of traffic concerns on Jackson Avenue and Jefferson Avenue Prousa gives staff's evaluation on the intersections of Jefferson and West, Jefferson and Ewing, and Jackson and West. Melaniphy explains how the item is just informational. Melaniphy explains that we did get one residential concern regarding this intersection. Laird asks about curb extensions and what the results are from installing them. Prousa states that staff will do an after study in the summer to the effectiveness of the curb extensions. This Report was received. 5. Approve the 2024 Transportation Advisory Board Annual Report Deputy City Engineer gives TAB an overview of the 2024 annual report. A motion was made by Neibel, seconded by Nair, approved. The motion carried by the following vote: Aye: 7- Krzywinski, Melaniphy, Neibel, Webb, Rose, Nair, and Laird Absent: 2- Bruzan Taylor, Hurley, and James 6. E. OLD BUSINESS: Hynes gives an update on the Washington Street Bridge Project and the Downtown Streetscape Project. This was closed. F. NEW BUSINESS: This was closed. G.
