Preston March 21, 2013 – 5:30 p.m. Andrew Przybylo The Board of Ethics meeting was held on Thursday, March 21, 2013, at the Village Hall. The meeting was called to order at 5:40 p.m. by Chairman Hynes. Village Clerk Marlene J. Victorine Members Present: Staff Present: Chairman Trustee Jim Hynes Kathy M. Thake, Secretary Matthew Lagodzinski Joseph J. Annunzio, Village Attorney Anthony Gaudio Randy Greco Michael Siegel Approval of Minutes Mr. Siegel made a motion, seconded by Mr. Lagodzinski, to approve the minutes of the February 19, 2013 meeting; on voice vote all concurred. Item # 1 Ethics Complaint Form Chairman Hynes, stated that the proposed complaint form along with a guidance letter will assist individuals. If the Village Manager has no objections this should be posted on the village website. Mr. Gaudio indicated that it would be a good idea to include the address at the bottom of the form. Mr. Greco made a motion, seconded by Mr. Gaudio to accept the complaint form. On roll call, the vote was: AYES: 5 Hynes, Greco, Lagodzinski, Gaudio, Siegel NAYS: 0 There bring 5 affirmative votes, the MOTION CARRIED. Comments/Questions from the Public Chairman Hynes made a comment as it pertains to the election season. We as an Ethics Board, either if you identify yourself or not. People pick up on comments you make. We need employees and residents to have confidence in us and that we are above politics. Breach of this confidence knocks on trust in public. Mr. Siegel commented on his own experience that when he was on a school board and identified himself as a board member, he was criticized. If you identify yourself as any board member you should have authority to speak on the boards behalf. www.vniles.com  Board of Ethics Meeting, March 21, 2013 Executive Session Motion made by Mr. Lagodzinski to move into executive session at 5:48 p.m. to discuss a follow up on previously submitted complaint, seconded by Mr. Greco; on voice vote all concurred. Motion to reconvene at 6:14 p.m. was made by a unanimous vote; all concurred. Reconvene in Open Session Motion to reconvene in open session at 6:19 p.m. was made by a unanimous vote.
