Victorine MINUTES BOARD OF ETHICS Remote Participation June 25, 2020 – 6:00 p.m. The Board of Ethics meeting was held on Thursday, June 25, 2020, at the Village Hall. The meeting was called to order at 6:01 p.m. by Chairman Accari. Members Present: Staff Present: Chairman Jerry Acciari Kathy Thake, Staff Liaison Jill Boysen Danielle Grcic, Village Attorney Carol Bagley Randy Kash Vera Pandev Approval of Minutes Board Member Bagley, seconded by Board Member Boysen, to approve the minutes of the January 28, 2020, meeting; on voice vote all concurred. New Business None Executive Session Motion made by Chairman Accari to move into executive session at 6:03 p.m. to discuss submitted Complaint #2019-02, Complaint 2019-03, and Complaint 2020-01 seconded by Board Member Boysen; on voice vote all concurred. Motion to reconvene at 6:31 p.m. was made by a unanimous vote; all concurred. Reconvene in Open Session Motion to reconvene in open session at 6:32 p.m. was made by a unanimous vote. Items Arising from Executive Session Complaint 2019-02 Board Member Bagley made a motion, seconded by Board Member Boysen, to close Complaint 2019-02 based on the sufficient investigation conducted by Inspector General Berbas and that the 1000 Civic Center Drive Niles, IL 60714 Phone (847) 588-8000 Fax (847) 588-8051 WWW.VNILES.COM Complaint lacked sufficient basis to determine that a violation of the ethics ordinance had occurred. On roll call, the vote was: YEAS 5 Acciari, Boysen, Bagley, Kash, Pandev NAYS 0 ABSENT 0 ABSTAIN 0 There being 5 affirmative votes, the MOTION CARRIED. Complaint 2020-01 Board Member Bagley made a motion, seconded by Board Member Boysen, to dismiss Complaint 2020-01 as it is not an ethics violation but a property maintenance issue which was resolved by Community Development and the complaint is closed. On roll call, the vote was: YEAS 5 Acciari, Boysen, Bagley, Kash, Pandev NAYS 0 ABSENT 0 ABSTAIN 0 There being 5 affirmative votes, the MOTION CARRIED. Comments from the Public None Next Meeting To be scheduled. Victorine BOARD OF ETHICS VIRTUAL MEETING AGENDA Thursday, June 25, 2020 6:00 p.m. Remote Participation Regular Meeting The Board of Ethics Meeting is called to order electronically via Zoom audio/visual conferencing by Chairman Accari at the scheduled date and time on this agenda, in accordance with Governor Pritzker's most recent disaster declaration related to public health concerns due to the Coronavirus Disease 2019 pandemic, issued May 29, 2020, expires on June 27, 2020. This electronic meeting is open to the public and the public may submit public comment in advance. Public comments will be accepted by email and phone call only. Public comments received by 3:00 p.m., on the day of the meeting will be read at the beginning of the meeting under Public Comment. Any comments received during the meeting will be held until the end of the meeting. Public comment is limited to three minutes per person.
