The Board of Trustees Meeting will be called to order electronically via Zoom audio/visual conferencing by President
Przybylo at the scheduled date and time on this agenda, in accordance with Governor Pritzker's most recent disaster
declaration related to public health concerns due to the Coronavirus Disease 2019 pandemic. This electronic meeting is
open to the public.

Proclamation
Remembering Dimitrios “Jimmy” Merageas
Mykonos Restaurant
WHEREAS, Dimitrios “Jimmy” P. Merageas Sr., Chef/Owner of Mykonos Greek Restaurant on Golf Road in Niles for
over 40 years has been called to eternal life at the age of 73; and
WHEREAS, Jimmy, as he was fondly known as to family and friends, was born in Sparti, Greece, came to Chicago in 1972
and worked in several restaurants downtown before buying his own restaurant with his wife Athena in 1981; and
WHEREAS, Jimmy has owned and operated Mykonos Restaurant serving authentic Greece cuisine in an atmosphere
reminiscent of the lovely Greek Island it was named for; and
WHEREAS, Mykonos Restaurant had the first outdoor patio in the Chicagoland area which was at the time a very new
concept for dining and later was one of the first to add a retractable roof to the patio; and
WHEREAS, Jimmy married his wife Athena and had three children Peter, Renee and Madeline, two of which now run
Mykonos and work hard to keep the restaurant cutting edge yet traditional; and
WHEREAS, Jimmy’s restaurant has been featured on WGN’s Chicago Best with Elliot Bambrough and recognized as
Business of the Year in 2014 by the United Hellenic Voters of America and;
WHEREAS, Jimmy was a friend to all, and always cared and supported his customers.
NOW, THEREFORE, IT IS PROCLAIMED by Mayor Andrew Przybylo and the Board of Trustees that the life of Jimmy
Merageas will be fondly remembered with gratitude for his dedication to the Village of Niles.

REASON FOR REQUEST / BACKGROUND
On 3/25/08, the Village Board approved Ordinance 2008-16 establishing special service area (SSA) 2008-1. This
SSA encompasses the condominiums and townhomes on Woodriver Drive and was requested by the residents.
The purpose of the SSA was to improve the street and parking areas and allow the Village to pass a special yearly
levy on those taxpayers to recoup the cost of those improvements. The Village will be repaid over 18 years for the
cost of the reconstruction.

On 5/28/2013, the Village Board approved ordinance 2013-28 establishing Special Service Area (SSA) 2012-1.
This SSA encompasses approximately 7740 Nordica through 7860 Nordica which includes all apartments and
parking for Nordica Apartments. The purpose of the SSA was to add additional parking areas and allow the
Village to pass a special yearly levy on the taxpayer to recoup the cost of those improvements. The Village will be
repaid over 20 years for the cost of the reconstruction.

RESOLUTION 2020-
RESOLUTION AUTHORIZING AN INTERGOVERNMENTAL
AGREEMENT WITH PACE, THE SUBURBAN BUS
DIVISION OF THE REGIONAL TRANSPORTATION AUTHORITY FOR
THE PURCHASE OF SERVICES FOR THE PROVISION OF BUS
SERVICE (NILES COURTESY BUS) FOR CALENDAR YEAR 2021
WHEREAS, the Village of Niles provides a courtesy bus service within the Village; and
WHEREAS, Pace, the Suburban Bus Division of the Regional Transportation Authority
has been assisting the Village of Niles defraying the cost of providing such courtesy bus service;
and
WHEREAS, the corporate authorities for the Village of Niles deem it to be in the best
interests of the Village of Niles to enter into an Agreement with Pace for the Purchase of
Services for the Provision of Bus Service (the “Agreement”); and
NOW, THEREFORE, BE IT RESOLVED that the President and Board of Trustees of
the Village of Niles, Cook County, Illinois, do hereby approve the following:
SECTION 1: That the President or his designee of the Village of Niles is hereby
authorized to execute a one year intergovernmental agreement with Pace, for the purchase of
services for the provision of bus services (“Niles Courtesy Bus”) for 2021, which is attached
hereto and made a part of this Resolution as Exhibit “A”.
SECTION 2: That this Resolution shall be in full force and effect from and after its
passage, approval and publication as provided by law.
SECTION 3: The President and Board of Trustees of the Village of Niles authorize and
direct the Village President, or his designee, to execute the final version of the contract
extension, which may contain certain non-substantive and non-financial modifications that are
approved by the Village Attorney, and to execute and deliver all other instruments and
documents and pay all costs that are necessary to fulfill Niles’s obligations under the contract
extension. The Village Clerk shall attest, on behalf of the Village, the contract extension upon
receipt by the Village Clerk at least one original copy of the contract extension executed by Pace,
the Suburban Bus Division of the Regional Transportation Authority; provided, however, that if
the executed copy of the contract extension is not received by the Village Clerk within 60 days
after the effective date of this Resolution, then this authority to execute and attest shall, at the
option of the President and Board of Trustees, be null and void.

SECTION 4: That all resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of any such conflict.
SECTION 5: That any section or provision of this resolution that is construed to be
invalid or void shall not affect the remaining sections or provisions which shall remain.

This resolution is passed every two years to assist with the IDOT permitting process related to Village infrastructure
on State Highways. Normally IDOT requires a bond is posted for permit work, but for municipalities they will accept
the attached resolution in lieu of a bond.

RESOLUTION 2020-xx
RESOLUTION PROVIDING FOR CONSTRUCTION, OPERATION
AND MAINTENANCE OF VILLAGE INFRASTRUCTURE
ON STATE HIGHWAYS
WHEREAS, the Village of Niles, hereinafter referred to as “Municipality”,
located in the County of Cook, State of Illinois, desires to undertake, in the years 2021
and 2022, the location, construction, operation and maintenance of driveways and street
returns, watermains, sanitary and storm sewers, street light, traffic signals, sidewalk,
landscaping, etc., on State highways, within said Municipality, which by law and/or
agreement come under the jurisdiction and control of the Department of Transportation of
the State of Illinois hereinafter referred to as Department; and
WHEREAS, an individual working permit must be obtained from the
Department prior to any of the aforesaid installations being constructed either by the
Municipality or by a private person or firm under contract and supervision of the
Municipality.
NOW THEREFORE BE IT RESOLVED by the President and Board of
Trustees of the Village of Niles, Illinois, that:
SECTION 1: The Municipality hereby pledges its good faith and guarantees that
all work shall be performed in accordance with conditions of the permit to be granted by
the Department, and to hold the State of Illinois harmless during the prosecution of such
work, and assume all liability for damages to person or property due to accidents or
otherwise by reason of the work which is to be performed under the provision of said
permit.
SECTION 2: That all authorized officials of the Municipality are hereby
instructed and authorized to sign said working permit on behalf of the Municipality.

REASON FOR REQUEST / BACKGROUND
Based on the number of incidents that occurred in 2020, RED Center is estimating their FY21 monthly fee for Niles

AND TERMINATING THE DESIGNATION OF THE MILWAUKEE-
TOUHY REDEVELOPMENT PROJECT AREA WITHIN THE VILLAGE
OF NILES, COOK COUNTY, ILLINOIS
WHEREAS, the President and Board of Trustees (the “Corporate Authorities”) of the
Village of Niles, Cook County, Illinois (the “Village”), adopted on May 28, 1996 Ordinance
Numbers 1996-23, 1996-24 and 1996-25, which adopted tax increment financing, established a
special tax allocation fund and approved and adopted a redevelopment plan and project for the
Milwaukee-Touhy Redevelopment Project Area (the “Redevelopment Project Area”); and
WHEREAS, the Village has notified affected taxing districts of the proposed termination
of the Redevelopment Project Area, as a redevelopment project area, in accordance with the
provisions of the Act; and
WHEREAS, with respect to the Redevelopment Project Area, all redevelopment project
costs have been paid, all obligations relating thereto have been paid and retired and all excess
monies, if any, have been distributed; and
WHEREAS, in accordance with the provisions of Section 8(b) of the Act, the Village
desires to dissolve the special tax allocation fund relating to the Redevelopment Project Area and
terminate the designation of the Redevelopment Project Area as a redevelopment project area.
NOW, THEREFORE, BE IT ORDAINED, by the President and Board of Trustees of
the Village of Niles, Cook County, Illinois, as follows:
A. The special tax allocation fund established in regard to the Redevelopment Project
Area is hereby dissolved.
B. The designation of the Milwaukee-Touhy Redevelopment Project Area described on
Exhibit A, as a redevelopment project area, is hereby terminated.
C. In connection with the foregoing and other actions taken or to be taken under this
Ordinance and the authorization and ratification thereof, the Mayor, unless applicable
law requires action by the President and Board of Trustees, shall have the power and
authority to make or grant or do all things, surplus designations, supplemental
agreements, certificates, requests, demands, approvals, consents, indemnities, notices
and other actions required or described in this Ordinance for and on behalf of the
Village and with the effect of binding the Village in that connection including, but not
limited to a reasonable retainage in regards to ongoing real estate tax appeals
concerning the parcels within the redevelopment project area. In connection herewith

concerning written direction or authorization in respect of the investment of any
funds, notwithstanding any provision hereof to the contrary, such direction or
authorization orally by telephone, other telecommunication or otherwise, confirmed
in writing, shall be appropriate and is hereby approved. Failure of the investing agent
to actually receive such written confirmation shall not render invalid or ineffective
any such oral direction or authorization.
D. The Village hereby directs that all escrows, procedures or other directions that any
Village funds in connection with the Redevelopment Project Area be transferred from
the Cook County Collector to any financial institution previously authorized, if any,
be terminated immediately.
E. This Ordinance shall be in full force and effect upon its passage by the Corporate
Authorities.
F. If any section, paragraph, clause or provision of this Ordinance shall be held invalid,
the invalidity of such section, paragraph, clause or provision shall not affect any of
the other provisions of this Ordinance.
G. All ordinances, resolutions, or orders, or parts thereof, in conflict with the provisions
of this ordinance are to the extent of such conflict hereby repealed.

WHEREAS, the Village of Niles (“Village”), located in Cook County, Illinois is a home rule unit
of government under the provisions of Article 7 of the Constitution of the State of Illinois, can exercise
any power and perform any function pertaining to its government affairs; and
WHEREAS, the Village owns 6977 W. Oakton Street and desires to renew the ground lease;
and
WHEREAS, United States Postal Service (USPS), desires to renew the ground lease for
property located at 6977 W. Oakton Street; in accordance with the terms of the Agreement as set forth on
Exhibit “A” (“Agreement”); and
WHEREAS, Lang LaSalle Americas, Inc. (JLL) has provided Brokerage Services on Behalf of
the Postal Service for the Villages Leasing Transaction; and
WHEREAS, the ground lease term becomes effective March 1, 2026 with an expiration date of
February 28, 2031, for a total of five year and two five year options with an annual rental amount of
$190,000; and
WHEREAS, the corporate authorities of the Village of Niles have found that entering into this
agreement with United States Postal Service (USPS) and Commission Agreement Lang LaSalle
Americas, Inc. (JLL) is in the mutual best interests of all Parties to approve and enter into these
agreements with United States Postal Service (USPS) and Lang LaSalle Americas, Inc. (JLL).
NOW, THEREFORE, BE IT RESOLVED that the President and Board of Trustees of the
Village of Niles, Cook County, Illinois, do hereby authorize the following:
SECTION 1: That the President or his designee of the Village of Niles is hereby authorized to
execute a contractual agreement with United States Postal Service (USPS), which is attached hereto and
made a part of this Resolution as Exhibit “A”.
SECTION 2: That the President or his designee of the Village of Niles is hereby authorized to
execute a contractual agreement with Lang LaSalle Americas, Inc. (JLL) for Lease Management and
Brokerage Services on Behalf of the Postal Service for the Villages Leasing Transaction, which is
attached hereto and made a part of this Resolution as Exhibit “B”.

Classification for the Vacant Property at 7421 N. Waukegan Road (Adam French Property).
REASON FOR REQUEST / BACKGROUND
In 2018, Adams French Property, LLC requested and was approved for a Cook County Class 7b property tax
classification regarding the proposed self-storage development at 7421 Waukegan Road. During the extended
process and timing of the request for the Class 7b property tax classification, the market for self-storage in the
Village of Niles had changed since the project’s inception. Based on the changing market conditions, Adams
French Property is requesting the reinstatement of the formerly approved Cook County Class 7b property tax
classification to make this project feasible once again.
Reviewed and approved by the Finance Committee on Dec. 3, 2020.

RESOLUTION FOR CONTINUING SUPPORT OF A CLASS 7b TAX
CLASSIFICATION FOR ADAMS FRENCH PROPERTY LLC FOR
PROPERTY LOCATED AT 7421 N. WAUKEGAN ROAD,
NILES, ILLINOIS
WHEREAS, the Village Board of Trustees passed Resolution 2018-68R on August 28,
2018 Resolution Supporting a Class 7b Tax Classification for Adams French Property LLC for
Property Located at 7421 N. Waukegan Road, Niles, Illinois; and
WHEREAS, Adams French Property LLC (“Petitioner”), would like to continue to take
advantage of the Cook County 7b Classification Tax Incentive Program to develop the currently
vacant site located at 7421 N. Waukegan Road, Niles, Illinois; and
WHEREAS, the Petitioner’s development will add value to the real property, resulting in
an increased taxable value at full assessment; and
WHEREAS, the Petitioner intends to construct a four story class A self-storage facility
with retail space which will provide value to the community; and
WHEREAS, on December 3, 2020, the Finance Committee requested that the Petitioner
complete the process within one year from the date of this Resolution; and
WHEREAS, in order to obtain a Class 7b incentive abatement, Petitioner requires a
resolution from the Village of Niles approving the property as appropriate for the Class 7b
incentive reduction; and
WHEREAS, after staff review and recommendation, the President and Board of Trustees
of the Village of Niles have determined that the proposed new building will enhance
employment opportunities and increase economic activity in the area; and

WHEREAS, the Village of Niles has determined that continued support for the incentive
provided by a Class 7b classification is necessary for development to occur on the property and
the President and Board of Trustees of the Village of Niles consent to the Class 7b application to
the Cook County Assessor.
NOW, THEREFORE, BE IT RESOLVED that the President and Board of Trustees of
the Village of Niles, Cook County, Illinois, do hereby approve the following:
SECTION 1: That the development of 7421 N. Waukegan Road, Niles, Illinois, is
appropriate for continued support, for a period of one year, of the incentive abatement pursuant
to Class 7b of the Cook County Real Property Assessment Classification Ordinance as amended.
SECTION 2: That the Village of Niles continues to support and consents to this Class 7b
tax abatement for the parcel and finds the Class 7b necessary for development to occur on the
subject property.
SECTION 3: That this Resolution shall be in full force and effect from and after its
adoption and passage in the manner provided by law.
SECTION 4: That the Village Clerk is directed to prepare a certified copy of this
Resolution and to forward the same to Petitioner.
