Victorine ______________ Andrew Przybylo – Village Trustee Tom Kanelos – Planning & Zoning Committee Community Chris Hanusiak – Village Trustee Development Chuck Ostman – Community Development Director Director Rich Wlodarski – Community Development Assistant Director Charles Ostman Absent: Steve Vinezeano – Assistant Village Manager James Hynes – Village Trustee Mary Ann Starzynski – Recording Meeting called to order at 8:30 a.m. by Andrew Przybylo. Approval of Minutes: Minutes from the December 16, 2010 meeting were put off until next meeting for approval. Discussion of signage concerning the height of signs of large shopping centers over 200,000 square feet in floor area. Conclusion of 36’for maximum height was agreed upon by the committee. George Van Geem asked to consider adding language to not allow more than the existing regulations of 22’ in height if the street where the sign is being erected abuts a single family residential area. Everyone agreed and Chuck Ostman said he would have new language for the next meeting for review. Trustee Przybylo asked if there were any regulations on the actual size of the sign other than height. Chuck Ostman stated that there was not and said that was a good point and would address the concern at the next meeting. Chuck Ostman asked to add language to exempt existing electronic signs to the 15 year grandfather clause in P districts such as library and schools to remain unless a new sign is being installed due to the fact that they are not for advertising just for information. The committee agreed and wanted to see language on this at the next meeting. www.vniles.com Chuck Ostman also brought up allowing banners on light poles that were on private property, such as at car dealers, with some size restrictions a long as they were maintained in good condition and did not look weathered. Trustee Hanusiak brought up some concerns that all business owners would want to do the same thing whether in a retail district or a manufacturing district. Chuck said he would put together some examples and language to be discussed at the next meeting. Chuck Ostman brought up to the committee that the sign ordinance was recommended for approval by the zoning board with a few minor changes. He asked chairman Kanelos to elaborate on their recommendations. Chairman Kanelos explained that 3 items were voted on by a 4 to 3 vote. To leave out the amount of political signs, to not be regulated along with celebratory signs and lawn decorations. Trustee Przybylo asked if zoning chairman Kanelos would be at the board meeting in April to discuss and explain to the board how the discussion went in regards to the recommended changes that they voted on. Chuck Ostman spoke and said he would also participate in that discussion if needed. Andrew Przybylo motioned to adjourn. No date was set for the next meeting. Meeting adjourned 9:30 a.m. 2
