Present: 7 - Chairman McCreery, Ostman, Wlodarski, Grcic, Skeffington-Vos, Kanelos, Mangold Absent: 0 APPROVAL OF MINUTES Chairman McCreery asked if the meeting minutes for October 20, 2016 can now be approved. Chuck Ostman approved the minutes and Tom Kanelos seconded it. AYES: 7 – Chairman McCreery, Ostman, Wlodarski, Grcic, Skeffington-Vos, Kanelos, Mangold NAYS: 0 NEW BUSINESS III. Hookah/E-liquids/Paraphernalia/Vape After much discussion about the Hookah Bars, Chairman Denise McCreery said she would like to take a vote. Chuck Ostman mentioned the Hookah Bars should stay as a Special Use under Tobacco, stay as a free standing structure and end the moratorium. Tom Kanelos mentioned that he would vote no because of the lack of information. Chuck Ostman made a motion to keep the Hookah Bars as a Special Use under tobacco and end the moratorium. Haley Skeffington-Vos seconded the motion. AYES: 6 - Chairman McCreery, Ostman, Wlodarski, Grcic, Skeffington-Vos, Mangold NAYS: 1 - Kanelos Chairman Denise McCreery said the motion does pass and it is now off the agenda. IV. Garage Sale Update Chairman Denise McCreery mentioned that she replied to an email from Mike Shields regarding his recommendation to board about garage sale signs. After much discussion about garage sale signs and enforcing the participants to take them down afterwards, Chairman Denise McCreery said she will be meeting again with the Mayor on December 8, 2016 to get his opinions and recommendations on the subject. Tom Kanelos and Rich Mangold both said that the garage sale signs were a good idea but just did not work and everyone agreed. Chairman Denise McCreery mentioned that, after her meeting with the Mayor on December 8, 2016, we should get together for a short meeting in the next two weeks to vote on this subject. V. 2015 Code Changes Rich Wlodarski mentioned that the list of changes, mentioned in the memo we received, are regarding Chapter 18 Buildings and Building Regulations. Chairman Denise McCreery asked if Rich Wlodarski could go thru the changes listed. Before the discussion of the Plumbing Codes, the subject of different types of pipes came up and Rich Wlodarski talked about how contractors can use plastic instead of copper pipes to save money when building or remodeling and everyone agreed it was a good thing. Village of Niles Page 3 of 5 Building and Zoning Meeting Minutes December 1, 2016 Committee Meeting 1) Plumbing Code Changes: 102.4.3 Illinois State Plumbing Code. Whenever a reference is made to the International Plumbing Code of this code, such reference shall be deemed to refer to the applicable section of the Illinois State Plumbing Code, as adopted by the Village of Niles. This is just additional language to point to the mandatory Illinois State Plumbing Code. 102.4.3.1 Chapter 11 and 12 if the international Plumbing Code is here by adopted The State Plumbing Code only covers to 5 feet outside of the structure adopting these chapters covers everything outside of the 5 foot area. Chuck Ostman mentioned that we are also adopting the 2012 electrical code right now and holding back on the 2015 electrical code. The subject of Landscaping was brought up and Rich Wlodarski mentioned that if anyone is building a new home the landscaping needs to be completed. A cash or bond deposit needs to be guaranteed by the home owner. The owner will, however, get the deposit back upon completion. 2) Vacant Commercial Property Changes: For vacant commercial property, all ground floor windows facing street frontage, including, but not limited to, all display windows in unoccupied or vacant commercial buildings shall be kept in a well maintained and clean condition and the space visible from the windows shall be a clean white box, or the windows on the interior side shall be covered in a professionally finished manner with an opaque window covering material manufactured for that purpose located (2 foot to 6 foot from the ground). A suitable alternative would be to install horizontal pleated or vertical shades approved by the Director of Community Development. In the case of display windows, such windows shall be kept in a well maintained and clean condition and the display area shall be enclosed with a professionally finished backdrop, floor, side walls and ceiling all of which shall be kept in a well maintained and clean condition. This language is very similar but gives the landlord the option of not covering the window which is one of the more frequent concerns that were raised with the existing language from landlords. 3) Existing Building Code Sec. 18-562. Adoption. (a) Adoption. The 2015 International Existing Building Code, except as modified in this section, is hereby adopted and incorporated as if set out at length in this article. The existing code and amendments referenced in this subsection shall be known as part of the village existing building code. 101.1. Insert: Village of Niles as the NAME OF JURISDICTION. 108.2. Replace with appendix D. Village of Niles Page 4 of 5 Building and Zoning Meeting Minutes December 1, 2016 Committee Meeting This code is being adopted because in the 2012 ICC codes this was a chapter within the building code, now it is a separate code book. The Existing Building Code gives a little more flexibility when it comes to remodeling and additions of existing buildings. Chairman Denise McCreery asked if we had to vote on these changes but according to Chuck Ostman and Rich Wlodarski both said it was only to share with the committee. VI. Next Meeting Date Tom Kanelos asked the committee what date would be good for the next meeting and everyone agreed on Thursday, December 15, 2016 at 8:15am. Rich Mangold mentioned that he would not be available all of January, 2017. VII. Adjournment Chairman Denise McCreery entertained a motion to adjourn the meeting at 9:30am.
