Present: 7 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Mangold and Thake. Absent: 1 APPROVAL OF MINUTES Chairman McCreery asked if the meeting minutes for June 15, 2017 can now be approved. Richard Mangold approved the minutes and Chuck Ostman seconded it. AYES: 7 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Mangold and Thake. NAYS: 0 NEW BUSINESS I. Outside Seating at Restaurants – Discussion Chuck Ostman started the discussion on outside seating and said historically it has been permitted by right and does not require a Special Use Permit. The current process requires a business license permit only but a site plan is requested showing what they will do with the space. Chairman McCreery mentioned that she would like to see it as an easy process and if it is decided not to be a Special Use and we continue to use business license permits, we will still have the ability to enforce issues as they come up. After much discussion with the members, it was agreed that some safeguards/codes need to be put in place. At our next meeting, Chuck Ostman said he will bring codified language to the meeting after the Legal Department reviews it. If the Building and Zoning members approve the language it will go before the next Planning and Zoning meeting. Discussion on Chapter 78 – Signs Chuck Ostman opened the discussion with asking if there were any thoughts or concerns regarding Chapter 78 for signs. Chuck also said he is still proposing to change one section of the sign code to allow multi-colored electronic signs but he wanted to know if there was anything else to review before taking it to the Planning and Zoning committee. Chuck Ostman also mentioned the one thing that keeps coming up is banners. The rule for restaurants using banners/flags is up to six (6) months and for all other businesses four (4) months. The committee did agree that there should be some limitations on banners/flags and after much discussion they decided to vote on it. Chairman McCreery made a motion that all restaurants and businesses will now be allowed to have temporary banners up to six (6) months provided the condition of the banner is not torn, frayed etc. otherwise it will need to be replaced and Rich Mangold seconded it. AYES: 7 – Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Mangold and Thake. NAYES: 0 III. Discussion on Residential Fire Sprinkler Requirements Chairman McCreery, after much discussion on residential fire sprinkler requirements, entertained a motion to remove the requirements for single family fire systems from our code and Tom Kanelos seconded it. AYES: 7 – Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Mangold and Thake. NAYES: 0 IV. NEXT MEETING DATE – October 19, 2017 V. ADJOURNMENT Chairman McCreery entertained a motion to adjourn the Building and Zoning meeting and Rich Mangold seconded it.
