Present: 4 - Chairman McCreery, Ostman, Kanelos, Grcic. Absent: 3- Wlodarski, Skeffington-Vos, Mangold APPROVAL OF MINUTES Chairman McCreery mentioned that because we have a quorum the minutes will be tabled and voted on at the next meeting. OLD BUSINESS I. Rental Licensing Program Chuck Ostman started the discussion on rental licensing stating that as he mentioned previously we are able to obtain Cook County data from the assessor’s office to determine how many rental homes are in the Village of Niles. This data can be found from the tax bills when mailed out and the residents of the Village of Niles who do not claim homeowners exemption. We will be sending out letters to those people to let them know they are in violation of the crime free ordinance for rental housing. Chuck explained that the violation is that if it is not their true primary residence they are required to have a license to rent out their home. He also mentioned that we are also going to not only charge them for this year but will go back two years and will get the proof from the Cook County office that they did not claim homeowners exemption. There are approximately 2,400 condos and homes that are being rented out at this time without any licenses. As stated before, letters will be sent out after the data is put together. Chuck also mentioned that in 2013 the fees were $100. for single family homes and condos but the board, however, decided to knock it down to $70. When all the stats are together we will discuss the fees at the next meeting and will also evaluate other municipalities as they charge differently. Chuck Ostman also said we could be charging a vacancy registration fee for $150. to $250. This charge will not be valid if the property is marketed by a real estate company. If it is actually a vacant property it takes my inspectors a lot of time to keep an eye on them and make sure the Village of Niles Page 2 of 3 Building and Zoning Meeting Minutes November 21, 2017 Committee Meeting grass is being cut and maintained and if not they will be charged an $850. registration fee which includes contact information so if there was ever an issue the police knows about it. After much discussion, Chuck mentioned that he will bring a report showing a list of the Niles homes and their situations with property vacancies to the next meeting. NEW BUSINESS II. Discussion on Proposed Language for Outdoor seating After much discussion about dogs and if they should be allowed in the outdoor restaurant seating, the members agreed that the owners should be able to decide if they are allowed or not. At the next meeting they will discuss the language and Chuck Ostman will go over the #22-38- C8 ordinance on page four and rewrite it. The members will then vote on the language at the next meeting.
