CALL TO ORDER/ROLL CALL
The Niles Building and Zoning Committee Meeting was called to order at 8:18 AM.
Present: 7 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold, Grcic and
Skeffington-Vos
Absent: 0
APPROVAL OF MINUTES
Chairman McCreery asked if there were any additions, clarifications or corrections to the minutes
of March 22, 2017 meeting.
Rich Mangold approved the minutes and Hadley Skeffington Vos seconded it.

NEW BUSINESS
I. Discussion on Proposed Text Amendments to Chapter 18 Building and
Building Regulations Article XVII Contractors.
Rich Wlodarski said that this topic was mentioned in a meeting before and what we are
basically doing is switching the language from licensing to registration. The fee for
registration is $40. and this cost is the middle of the road compared to other
municipalities. We do, however, require a copy of licenses for sprinkler, roofers, alarm
and plumbing contractors.
A question was asked about what a bond does for a resident. A bond protects against
code issues. If you are licensed thru the state of Illinois you are bonded and this will stay
in the language.
A motion to change the language was presented by Tom Kanelos and seconded by Rich
Mangold.

II. Discussion on Proposed Text Amendment to Chapter 22-Businesses
Article 1 General and Article XVII Residential Properties.
The rental license dates will be changing from May 1st to October 1st and they will expire
on September 30th from now on.
“Prorating of fees. The fee to be paid shall be reduced in proportion to the full calendar
months which have expired in the year prior to the issuance of the license”.
The cost of licenses is $70. for building licenses plus $10. per unit.
Tom Kanelos moved to approve this change and Richard Mangold seconded it.
Everyone agreed.
III. Proposed Text Amendment to Chapter 10 Amusements and
Entertainments Article III Coin-Operated Games.
After much discussion about wording the text amendment, it was decided to change the
first listed definition. “Coin-operated device means any pinball machine, electronic skill
game or any other similar game which is made operational by the insertion of coin, token,
debit card or chip”. The last part of the above sentence will be changed to – is made
operational by any accepted method of payment”.
Rich Mangold moved to accept the change in wording.
Tom Kanelos seconded it.
Everyone agreed.
IV. Discussion of Appeal Process for Zoning Variations.
Chuck Ostman brought up for discussion if the committee would like an appeal process
from the Planning and Zoning Board decisions on variations to the Village Board. The
Planning and Zoning Board, however, has always had the final appeal process on
variations.
After much discussion no decision was made as yet – the committee will keep an eye on
this and discuss again in the future.

V. Update on Massage Requirement.
Chuck Ostman is waiting for an answer from the Illinois Department of Professional Regulations
to find out when finger printing for massage therapists will be required to be employed into the
establishment. I am making sure we have the authority and right now they have certain criteria
when finger printing is required.
Massage employees get finger printed when they first get into the profession but we would like
them to get fingerprinted when they want to come work in the City of Niles.
The businesses are not regulated thru the state of Illinois but the therapists are.
After much discussion, this will be brought up again at the next meeting.
VI. NEXT MEETING DATE: will be the third Thursday after Labor Day
which is Thursday, September 20, 2018.
VII. ADJOURNMENT
Chairman McCreery made a motion to adjourn the meeting at 9:45am.
Rich Wlodarski moved to adjourn.
