Present: 5- Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold, Guests: 1- Stan Urban (Pro Champs) Absent: 2- Mayor Andrew Przybylo, Hadley Skeffington-Vos, Danielle Grcic, Kathy Thake, Pat APPROVAL OF MINUTES Chairman McCreery asked for a motion to approve the minutes of October 24, 2019 meeting. Mangold moved to approve the minutes, Kanelos seconded. AYES: 5 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold NAYS: 0 ABSENT: 0 OLD BUSINESS I. Consideration in Recommending Chicago Billboard Contract for Entrance Signage with Digital Message Center As of this writing on the Chicago Billboard a final decision has not been determined. Ostman commented that it should be a marketing tool for the Village of Niles and Trustee Kanelos conquered. McCreery suggested the advertising to be limited to the Village needs, no outside advertise should be sold. Trustee Kanelos suggested all proposals be in writing if/when Bill from Chicago Billboard returns. Presentation and Discussion on Services by Pro Champs for Foreclosures & Proposed Ordinance Stan Urban of Pro Champs proposed a Foreclosure and vacant property ordinance for the Village of Niles. Trustee Kanelos asked about the numbers of foreclosure and asked about where the data came from. Stan said we get information from local banks and counties. Chuck said we are currently trying to see who we should contact. Kanelos said that there are currently seventy nine (79) current vacant properties as of this time. Denise asked about fee costs for vacancy. The mayor said we need to have a written ordinance. Chuck said we have a written ordinance, but it needs to be reviewed. All in favor, Chuck mentioned in will be continued in next month’s agenda. II. Ordinance amending chapter 10 Amusements and Entertainments Article IV, Regulations for Licensees Operating Video Game Terminals The village is considering authorizing four cafés, and three (3) new permits for video gaming, not to exceed thirty one (31) based on data from existing video gaming sites in the village. The major wants to maximize revenue for the city and feels this would be an appropriate way to proceed. McCreery brought up the fact a sign at Sophia’s might be in violation of local city ordinance due to a poker chip like appearance on signage. Mangold said he has concerns that the village will end up looking like the Las Vegas strip due to all of the proposed signage. The major mentioned he wants to keep the village beautiful. He anticipates bringing in traffic from Chicago and nearby areas. More restrictions are being considered with respect to signage and as such Denise wants to hear more about numbers and nutrition. All in motion Tom first Mangold second, the vote Mangold, Kanelos, Grcic want to move forward. Wlodarski abstained and Denise voted no. Discussion and Recommendation to Update codes from 2015 Edition to 2018 Edition No change or eliminations building code/electrical code is 2011-2017 on its own, plumbing is with state 2015-2018 was accepted, more housekeeping and no significant changes. Motion first Mangold, second Kenelos, all in favor, motion passes. PUBLIC COMMENT None NEXT MEETING DATE – Thursday, June 25, 2020. ADJOURNMENT Chairman McCreery asked for a motion to adjourn the meeting at 10:50 AM. Mangold moved to adjourn. Seconded by Kanelos.
