Finance Committee Meeting

Call To Order: Meeting opened at 8:00 a.m.
Approval of Minutes: The minutes from the November 14, 2012 Finance Committee meeting were up for
approval, motion made and all concurred.
The minutes from the November 14, 2012 Finance Committee executive session
were up for approval, motion made and all concurred.
Accounts Payable Approval: The approval of the Accounts Payable registers for 11/9,11/16,11/23,11/23(wires),
11/30 and 12/7 were up for approval, motion made and all concurred.
New Business
Appointment of Steve Vinezeano: Steve Vinezeano has been appointed by the Mayor to fill the spot vacated by the
departure of George Van Geem on the Finance Committee.
A motion was made to accept the appointment by the Mayor, all concurred.
IL Debt Recovery Program Update: MIS Director Shaw gave the Committee an overview of the IL Debt Recovery
Program which is a State run program designed to help municipalities collect
delinquent debt by accessing payments the State would have made to these
individuals. The process of getting Niles up and running in the system has been
complicated by a lot of turnover at the State in the department responsible for this
program. In November, the Niles staff finally received the new contact information
and this new group seems to have more aggressive marching orders than the
previous State employees. The MIS Department has been working very hard on this
and hopes to have a submission ready to go by next week. This should be in time to
have the Niles submission checked against the upcoming 2012 tax return refunds.
The total to be submitted is over $1.7 million. The submission includes Police
adjudication and Community Development fines which are under 7 years old.
FY 2014 Budget Calendar: Finance Director Neukirch presented the 2014 tentative budget calendar. Finance
Director Neukirch explained that all of the dates mentioned are subject to change at
this point in the process. The FY 2014 budget process is already under way with
staff working on their initial budget requests. Chairman LoVerde commented on the
upcoming agenda item at the January 8, 2013 Informal Discussion Meeting with the
Village Board. Chairman LoVerde confirmed that nothing has changed with the
previous process where a Trustee could contact the Village Manager, Finance
Director or Village staff representative for the project/issue on getting items in to the
budget. Finance Director Neukirch explained that process has not changed. There
also was a discussion on how important it is for Trustees to get their requests to staff
as early as possible in the process and they don’t have to wait until a formal meeting
to do this. In fact, it is better to get the information to staff in advance so they have
an opportunity to be prepared for the discussion at an open meeting. The
Committee directed Interim Village Manager Vinezeano to send an email to the
Board expressing this feeling of the Committee.
