Minutes Village of Niles Finance Committee Meeting Village Hall Council Chambers February 19, 2020 8:00 a.m. Call To Order Chairman George Alpogianis called the meeting to order at 8:05am. Roll Call Assistant Finance Director Laurie Nannini called the roll for Committee members: Committee Members Present: Chairman George D. Alpogianis, Al Weel, Joseph Ori, George Van Geem Committee Members Absent: Jack Drexler Village Staff Present: Finance Director Jeff Martynowicz, Village Manager Steve Vinezeano, Assistant to the Village Manager Kathy Thake, Mayor Andrew Przybylo, Deputy Village Manager Hadley Skeffington-Vos, Assistant Finance Director Laurie Nannini, Budget Analyst Conor Schultz, Administrative Assistant Joy Athanasiou Old Business None Approval of Minutes The regular minutes from the January15, 2020 Finance Committee meeting were presented for approval. A motion was made and all concurred. Accounts Payable Approval The Accounts Payable registers for 2020- 1/10, 1/17, 1/24, 1/31, 2/7 were presented for approval. A motion was made and all concurred. New Business 7837 Neva Water Usage Resident Rosemary Marcus was present to dispute a high water bill received for her residence at 7837 Neva. She stated Public Works and a private contractor were out and did not find any leaks. The Finance Committee reviewed her water usage history. After discussion, a motion was made by George Van Geem, seconded by Joseph Ori, to concur with staff recommendation to allow a one time maximum credit assistance of $500. On roll call, all concurred. Ordinance Amending Regulations for Licensee Operating Video Gaming Terminals, CH10, Art. IV Mayor Andrew Przybylo presented an ordinance amending regulations for Licensee Operating Video Gaming Terminals. The Finance Committee asked questions and voiced concerns. After discussion, a motion was made by Chairman Alpogianis seconded by George Van Geem, to recommend the change in the ordinance to the Board of Trustees with the condition that the Video Gaming Commission be put back in place. On roll call, all concurred. Property Tax Levy Abatement Finance Director Jeff Martynowicz proposed abatements to a portion of the 2019 debt service levy. Jeff presented a side by side comparison of the proposed abatements, keeping the levy at 4.9% and a 10% increase to the total tax levy. The proposed abatements would total 376,309. After discussion and review of the chart, a motion was made by George Van Geem, seconded by Joseph Ori, to concur with staff recommendation to provide abatements totaling $376,309. On roll call, the vote was as follows:  February 19, 2020 Finance Committee Ayes 3 Alpogianis, Van Geem, Ori Nays 1 Weel FY2021 Budget Review Finance Director Jeff Martynowicz presented the FY 2021 Annual Operating Budget. Jeff explained the budget process and gave a snapshot of the budget stating a 15.04% increase from FY20 totaling 130,421,213. The total operating budget is $85,234,456. Jeff continued with an overview of the various funds, highlighting the largest expenses and major revenues and their impact on the budget. Staff was present to answer questions. Due to time constraints, the Committee requested to come back at a later date and continue review and discussion of the budget.
