GENERAL GOVERNMENT/IT COMMITTEE
MEETING SUMMARY
Wednesday, June 17, 2015
The following voting persons were present: Chair George D. Alpogianis, Steven Vinezeano, Bill
Shaw and Cammy Fortuna. Staff present were Joe Annunzio, Cathy Spadoni, Kathy Barnat, Katy
Darr, Marlene Victorine and Hadley Skeffington-Vos. Two members of the public were present.
The meeting was called to order at 9:01 a.m. in Room 218 at the Niles Administration Building
I. Approve Meeting Summary: Wednesday, May 13, 2015
a. Unanimous approval.
II. Old Business
a. Take Your Child To Work Day
HR Director Kathy Barnat asked that this item be tabled until the next
meeting when she will have more information.
b. Styrofoam Ban
AVM Hadley Skeffington-Vos noted that Public Services and the Senior
Center spend $421.00 annually on Styrofoam cups and trays. 6 oz.
Styrofoam cups cost the Village $330.00 annually. For recyclable 12 oz.
cups the quote came in at $1500.00. This is a base quote. Public Services
now uses styro cups and lids. Alternative idea is to supply Public Services
with thermoses with the Village Logo and a place to write a name. A
quote of $4.00 per thermos was given. A Styrofoam ban would be an
internal Village Policy / Procedure.
c. Arts & Culture Update
Village Clerk Marlene Victorine noted that one new artist will be added to
the Council. An item that will be on the June 23rd Board meeting will note
that there are now 13 members which will include 5 artists. An update to
explain the 1/10% tax will also be on the Board agenda. District 71 is to
recommend a representative. Village Manager Vinezeano will write a
letter to invite the District. Clerk Victorine will send out a letter to update
members of the Arts & Culture Council on what is going on. A possible
August kick off may happen.
d. Employee Handbook Section 7.3 Drug & Alcohol Testing Policies & Procedures
HR Director noted that this Policy is primarily for Village Employees that
drive Village vehicles. The language of one sentence was changed to
clarify this policy which is going to the Board on June 23 for approval.
III. New Business
a. IT Update
IT Director Bill Shaw noted that phone system training is going well.
AT&T has pushed back the start date for the new phone system to June
24th. AT&T is trying to delay the start again and IT Director is doing
whatever possible to not let this happen.
b. Taste of Sister Cities
Trustee Alpogianis noted that the tentative date for the Sister Cities taste is
scheduled for Saturday, March 19, 2016 – 3:00 p.m. to 9:00 p.m. VM
Steve Vinezeano noted that a core group has been working together so that
when the International approaches we are ready to go. Many Sister Cities
organizations are commissions, the best way is an outside Not-For-Profit
Organization, they have more access to other organizations that
Commissions do not have. Trustee Alpogianis noted that the March event
will be held at the Fitness Center and Senior Center. Not only to showcase
the facility, but also no charge to use the venue. Possibly the Fitness and
Senior Center will get some new members as well. Attorney Annunzio
noted that any work done by employees of the Village is done as a
volunteer and not an employee. Joe’s work is also done as a volunteer and
not as the Village Attorney.
