Andrew Vitale MIS – Sr. GIS Coordinator The meeting was called to order by Bill Shaw at 8:05 a.m. Agenda Item #1 – Approval of Minutes The minutes of the October 11, 2012 meeting were approved. Agenda Item #2 – Old Business – Project Updates MMS Update (Maintenance Management System) - Trees & Signs / Supports A.Vitale reported that the tree inventory database and the support database for signs have been put into VueWorks. The support information is most helpful to Lynn Ball (Streets and Signs Supervisor) to track these assets via service requests and work orders. B.Shaw stated that MMS will be extended to coordinate the efforts of water billing (Finance Dept. – Linda Rae) and the Water Plant (Chris Colletti) via service requests. In the coming weeks, they will meet to determine what should be incorporated into VueWorks, and he will have a plan by the next meeting. A.Vitale added that it may be necessary to reconcile the addresses that meter reading uses for their service requests and work orders with what GIS has in its database. Capital Improvement Planning Tool A.Vitale reported that George Van Geem’s main concerns are the larger ticket assets - streets, alleys, curbs, gutters, resurfacing items, etc, not the underground utilities. He is working with Laurie Nannini (Finance) to investigate what information they have in their fixed asset system and how they track these costs. He will report his findings at the next meeting. Bus Re-Routing A.Vitale reported that he continues to work with Duane Paulus (Transportation Supervisor) and Mike Haws (Fleet Manager) to prepare maps depicting different routing possibilities and options. This work presents some unique, time-consuming mapping requirements. Duane, Mike and Steve Vinezeano are talking to Pace and are working to bring this to the Board within the next couple of months. Agenda Item #3 – New Business GIS Intern A.Vitale reported that he will be working with an unpaid intern, Lee Cotton, a GIS veteran of 12 to 15 years, and a former GIS manager for Batavia. He is not employed right now, but would like to stay current on software and contribute in any way he can. He is a long-time colleague who was working as a volunteer at the recent ILGISA conference. He comes to us with much experience and will not require a lot of training. A.Vitale investigated using college students as interns but found that there are not many students in GIS programs and those that are cannot afford to work unpaid. Infrastructure Field Updates A.Vitale reported that he met with Fred Braun (Public Services Superintendent), Tom Polcyn (Sewer Manager), and Rich Wlodarski and Chuck Ostman (Community Development) to discuss different options to update information regarding infrastructure assets in the field. They agreed that it would be better to go with digital options rather than paper options, and are now looking at digital options. (Atlas was not presented as an option because of its limitations.) The objective is to make the process as easy as possible. B.Shaw reported that we will likely move from Sprint to AT&T. We should consider specific requirements for digital updating when we select the equipment. The field guys have indicated that they would like touch screens and bigger screens. We will continue to search for the correct software and equipment. Agenda Item #4 – Other Completed Tasks / Items Mapping - Historical Aerials (1937 – 1947) A.Vitale reported that at the recent ILGISA conference, he learned about historical aerial imagery, which has been made available from the Illinois State Water Survey originally captured by the U.S. Department of Agriculture. He is looking to piece together an aerial photograph for Niles taken between 1937 and 1947; specifically for this area it is between 1936 and 1941. This won’t be the highest quality photograph, but it will be a good reference for historical purposes. 2 - Fire Grid Maps Based on a request from Rich Teper (Fire Department), A.Vitale re-did some of the fire grid maps, which led to a re-engineering of how some of the symbology is used on them. The project has been completed. -Water Interconnections A.Vitale reviewed our water interconnections with Chris Colletti and his staff, which led to a restructuring of some of the water connections between the Village of Niles and Glenview and also led to a restructuring of the schematic around the Ballard Water Plant. - Com Ed Feeder / Circuit Map Steve Vinezeano has asked A.Vitale to draw a ComEd feeder and circuit map. He is not confident in the accuracy of this map based on the information we have from ComEd, who does not supply individual polygons that their circuits/feeders serve. He had to piece it together from graphic images taken from a screen capture from a Com Ed annual report. He wants this committee to know that he is uncomfortable mapping this kind of information because of its unreliability. He does not like putting his name and the Village’s stamp on something that is not as reliable as it should be for its purposes. Steve is aware of these limitations. - Community Rating System (CRS) Mapping The Engineering Department and Steve Vinezeano asked A.Vitale to put together a couple of mapping products for a Community Rating System, which has to do with our rating for the National Flood Insurance Program. The applications have been put in. - ILGISA Director Position A.Vitale reported that he has been elected to a director position on the Board of the Illinois GIS Association (ILGISA) at their recent conference. It is a two-year position. ILGISA is the only state-wide GIS agency for GIS professionals. Mayor Callero congratulated him, and stated that this is good for our Village, our program, and for Andrew himself. ***** Mayor Callero commented that when he looks back to when we started the GIS Steering Committee, he sees that we have come a long way. Chuck Ostman continued that GIS is so valuable, saving us time and providing us with a better planning tool. B.Shaw stated that in the years to come, we will have full years of data from which to draw, increasing our efficiencies and our ability to plan. A.Vitale stated that he is looking forward to working with the new Community Development planner because the kind of business information they can gather, both current and historic, can be very helpful in planning. Mayor Callero closed by saying that we no longer have to rely on institutional memory, but have factual information available to us through the databases. Agenda Item #5 – Schedule Next Meeting The next meeting is scheduled for Thursday, December 13, 2012 at 8:00 a.m. in the 2nd floor conference room 218.
