Vinezeano – Village Manager Persons in attendance: George Alpogianis Trustee Andrew Vitale IT – Sr. GIS Coordinator Steve Cusick IT – Systems Engineer Mousa Nazzal Engineering Superintendent Chuck Ostman Community Development – Director Bill Shaw IT – Director Rich Wlodarski Community Development Andrew Vitale called the meeting to order at 1:43 p.m. Agenda Item #1 – Approval of Minutes The minutes of the December 16, 2013 meeting were approved. Agenda Item #2 – Old Business – Project Updates Orthophotography – Publication of Bid Specs A. Vitale reported that the bid specs for the orthophotography project are scheduled to be published on Wednesday, January 15, 2014. All potential respondents have reported they don’t anticipate any scheduling conflicts or issues. One vendor did state that the Village of Oak Park, Illinois did have some complications due to the configurations of the new runways at O’Hare airport. The newly constructed runways are not in-line with Niles, and it should not be a problem. The vendor just wanted the Village of Niles to be aware of all possibilities. Fire Hydrant Flow Reports B. Pilat will report back to A. Vitale the willingness of the fire hydrant flow testing Contractor to report back the test results on an individual PDF page per hydrant. In the past, the Contractor has provided all test results for all hydrants on a single multi-page PDF. This has made inclusion into our database structure very difficult. B. Pilat has stated that he doesn’t think this will be a problem; he will confirm with the vendor and report back to A. Vitale. GIS Steering Committee Meeting Minutes January 13, 2014 C. Ostman requested a copy of the Hydrant Flow Test Results for his use. It was suggested and agreed that the test results can be placed on the M drive for access by all employees. A. Vitale will check with B. Pilat if this is acceptable. If so, it will be placed on the M drive as soon as possible. Water Division Annual Leak Reports A. Vitale has completed the construction of a data table and map depicting all leak reports since 2009. B. Pilat and S. Jochim reviewed and accepted the map. S. Cusick suggested a more efficient way of accessing and mapping this data using the resulting work orders directly and not by building a separate table. A. Vitale will work with S. Cusick in the coming weeks to devise this procedure. Agenda Item #3 – New Business Cook County Data Sharing A. Vitale reviewed with the Committee the how the process for data sharing with the Cook County GIS Department has changed for 2014. Cook County GIS (CCG) has developed an on-line application for the direct downloading of data on an as-needed basis. A formal application will not be required. A formal Resolution for data sharing approved by the Board will still be required to be filed with the Cook County Assessors Office (CCAO) for access to the parcel assessment tables (owners, assessment data, etc.) however. A. Vitale has noticed several differences using the online download tool. One, the extent of the data has shrunken considerably – from a 3 mile buffer outside of the Village borders, to ½ mile. This represents several mapping challenges for A. Vitale in a variety of technical and aesthetic aspects. Second, the number of available layers for download has also shrunken considerably. Several layers multiple Village departments count on for various purposes are not available, and will make mapping difficult if not impossible. A. Vitale has arranged for a conference call with the CCG Manager to explain his concerns and to find a short or long term solution. He will report the results of this conference call to the Committee at the next meeting. A. Vitale reported that the aforementioned data Resolution between the Village of Niles and the CCAO has been placed on the Agenda for the January Board meeting. He is requesting the same assessment information as last year. Web Site Review At the recent Web Site Training, A. Vitale noticed that several GIS related pages were misplaced or not present at all. He has been asked to review the new Web Site and report back to B. Shaw what information is missing, misplaced, or incomplete. It is hoped this can be corrected before the Village goes live with the new Web Site. 2013Street Improvement GPS Data M. Nazzal submitted GPS data for all visible water and sewer surface features to A. Vitale for inclusion and updating in the GIS database. A. Vitale will have this completed before the next meeting. Agenda Item #4 – Looking Ahead 2 GIS Steering Committee Meeting Minutes January 13, 2014 ArcGIS Server Replacement Schedule A. Vitale, B. Shaw and S. Cusick will devise a preliminary schedule for the upgrade of ArcIMS (the mapping engine software for Atlas) to ArcGIS Server. Although this schedule will be preliminary in accordance with other GIS and IT tasks and responsibilities, they hope to present something for the Committee to review by the next meeting. Agenda Item #6 – Other Discussion 1. The proposed GIS budget will be presented at the next meeting. 2. Progress on the repair of R. Wlodarski’s machine is on-going. He has been without functioning ArcGIS software for over a month at this time. S. Cusick has recommended his machine be completely rebuilt or replaced. B. Shaw will review whether we have the hardware in place to replace the machine, or if it will need to be rebuilt. Agenda Item #5 – Schedule Next Meeting The next meeting was tentatively scheduled for February 10, 2014 at 1:30 pm.
