Vinezeano – Village Manager Persons in attendance: George Alpogianis Trustee Andrew Vitale Sr. GIS Coordinator – IT Steve Cusick IT Bob Pilat Public Services Bill Shaw IT Rich Wlodarski Community Development Andrew Vitale called the meeting to order at 8:18 a.m. Agenda Item #1 – Approval of Minutes The minutes of the March 10, 2014 meeting were approved. Agenda Item #2 – Old Business – Project Updates Orthophotography - Flight Samples and Comparison A Vitale presented a series of hard copy photographs comparing the image quality of our current aerial orthophotography and the images recently captured by Sidwell on March 5, 2014. A. Vitale stressed that the images captured by Sidwell are purely raw, and have not been retouched nor refined in any way. A Vitale reviewed some facts about the recently captured images. - O’Hare airport was not terribly cooperative and Sidwell was only allowed enough time and altitude over the air space of Niles to capture images capable of supporting 4 inch resolution orthophotography. This is a slightly lesser resolution than originally contracted – 3 inch resolution orthophotography. - After much discussion, the Committee agreed that while the recent images were sufficient from a visual standpoint, they may not serve the complete needs of all departments they are meant to serve. In addition, they are insufficient for what we contracted for. - All avenues of possible cooperation and understanding should be made with O’Hare in an attempt to have greater access to the airspace above Niles. - Therefore, the Committee recommended that A Vitale contact Sidwell for further consultation. It is the hope of the Committee that we will attempt to capture images capable of supporting 3 inch resolution orthophotography next year from Sidwell at the same contracted price. Stormwater Commission – Updated Atlas Layers A Vitale reported that a series of additional layers related to the recent flooding between 2008 and 2013 has been published on Atlas at the request of the Stormwater Commission. These additional layers have been secured for Stormwater Commission members viewing only. While not all GIS Steering Committee members will therefore have access to these layers, A Vitale wanted the Committee to be aware of information made available on Atlas to all Village interested groups. ArcGIS Server Implementation – Replacement Schedule B Shaw reported on progress and logistical planning regarding the ArcGIS Server, replacement of the software creating the Interactive Maps on Atlas. While there have been a number of operational and logistical challenges with projects and tasks in the IT Department, he acknowledged that the implementation of ArcGIS Server is a very high priority of the IT Department, and all efforts will be made in the coming months at getting this implementation started. A Vitale re-iterated to the Committee that it is his intention to keep the Committee informed on future efforts as it relates to his time and the time required by all related departments as well. Agenda Item #3 – New Business – Project Updates VueWorks / GIS Asset Layer Change Notification A Vitale explained that he, B Shaw and S Cusick are working on a procedure to have A Vitale notified when certain assets need to be added or changed in our GIS as it related to Public Services’ activity on VueWorks. While this notification system is in its beginning phases, A Vitale has created and commented on the information and pieces needed by all three to begin developing how this notification system will work. A Vitale will keep the Committee informed on progress. Planimetric Data Update & Maintenance A Vitale and S Cusick are also working on a methodology for the planimetric data can be more efficiently maintained to reflect changes on the ground as it relates to permit activity in the Community Development department. This will be of particular importance once our planimetric layers are updated as a result of the orthophotography project. A Vitale will keep the Committee informed on any progress. Cook County Assessment Data While there were some challenges in getting the correct and complete assessment information from the Cook County Assessors’ Office regarding the three townships encompassing Niles, A Vitale reported that all issues have been resolved and the new assessment tables for all three townships encompassing Niles (Niles, Maine and Jefferson) is in place and in service. This means that Community Development is now using the most current data available regarding parcels, lots, and assessment information. Sidwell Pages C Ostman previously asked A Vitale to contact Sidwell Co (our current orthophotography provider) to verify we are using the most up to date Sidwell Pages in Atlas. It was found that there have indeed been updates in recent years which Niles has not received. As this data is under Community Development, A Vitale relayed all contact information and costs to C Ostman – he is currently in the process of obtaining the new information. Once it arrives, A Vitale will make it available via Atlas. Agenda Item #4 – Looking Ahead - A Vitale will keep the Committee informed on all progress pertaining to the orthophotography contract. - All activity on the VueWorks / GIS Asset Layer Change Notification will be documented and reported. - A plan for the update and maintenance of our planimetric layers will be discussed. Agenda Item #5 – Next Meeting The next meeting was tentatively scheduled for June 4, 2014 at 8:30 am.
