Andrew Vitale called the meeting to order at 2:03 p.m.
Agenda Item #1
GIS Strategic Planning (GIS SP)
Background / Purpose
At the request of his director, A. Vitale presented an overview of his plan for a new Strategic
Planning process for GIS at the Village of Niles to be undertaken during next year. The overall
purpose of the GIS Strategic Plan for 2017 (GIS SP) is to reevaluate the needs, uses and products of
individual users, departments and other stakeholders in the Villages GIS now and going forward.
With the growing acceptance, importance and reliance on GIS data to serve wide range of Village
departments and processes, A. Vitale wishes to stay ahead of users’ needs in light of ever-changing
technology changes. He is proposing a two-phase approach.
Process
- Departmental Interviews
The first phase will begin with A. Vitale and B. Shaw interviewing key players in all Village
departments for the current uses, perceptions, and anticipated future needs of GIS technology.
These interviews will also include a brief demonstration of the capabilities of the updated version of
Atlas in hopes to facilitate discussion of needed projects, datasets, workflows, etc. It is hoped that
these interviews will provide A. Vitale with needed insight, direction, and a potential list of future
projects for these departments that will concisely address these departments needs in the near future.
- Atlas Training
In conjunction with the Departmental Interviews, A. Vitale will begin scheduling Atlas Training on
a department by department basis. Simply stated, Atlas has changed drastically over the past year
or so, and users need to be made aware of these changes.
Needs Assessment / Ranking
During the Departmental interview process, A. Vitale will keep a running list of requested
enhancements, datasets, workflows and desired projects. This Needs List will be brought to the GIS
SC for review, ranking and approval. Using the guidance of the GIS SC, A. Vitale will establish a
priority for all requested items on the Needs List and will keep the GIS SC appraised on all
progress.
Software Licensing
With the overhaul of Atlas complete, A. Vitale asked the GIS SC to discuss the current GIS
licensing, particularly the retirement of ESRI ArcView software as used by the Village. After a
brief demonstration of the new capabilities of Atlas given by A. Vitale, the GIS SC agreed that the
ArcView software can be retired and their licenses with ESRI be cancelled.
After some discussion, the GIS SC approved the plan laid out by A. Vitale for the GIS SP process
and advised him to go forward. A. Vitale will continue to keep the GIS SC updated on all progress
including project lists and other enhancements made to Atlas as a result.

Atlas Demonstration
A. Vitale gave a demonstration of the updated Atlas application. Certain topics were specifically
covered including
- Secure Access to Village users
- Secure Workflows, including a buffering and Parcel Owner Mail Label Generator Tool
- Map Printing
