Palicki Meeting began at 1:06 pm Village Manager Steven C. Vinezeano Minutes were approved from January 23, 2014 Village Clerk Senior Center- report Marlene J. Victorine Kelly explained that the Senior Center staff is starting their measures for the performance management system. They are completing a daily assistance log for phone and personal contact. Trustee Palicki asked if we have been given guidelines. Kelly and Tony stated that each department determined their own goals with advice from Matrix. Tony commented that there will be a learning curve and it is difficult to measure the value of some of these personalized services. The goals must be measureable and realistic. The system will go live on May 1 st but some items may still be in progress and reported as N/A if the process is not yet in place to gather those measures. The Teen Center will be taking a sampling 1 week per month for items like homework assistance that can vary widely. The Fitness Center will be using their computer database and some manual samplings. Kelly stated that they will soon be beginning summer programs. Staff is working on a “Courage to Quit” smoking cessation program for the community. They are working on a “Matter of Balance” program with Lutheran General Hospital. The new website is up and running. Senior Center staff has been working on tax assistance. Staff is looking into grant funding. They had a meeting recently with someone from U.S. Representative Schneider’s office. Senior Center staff is looking into soliciting sponsorships for larger events from community businesses. The Senior Center has begun a partnership with Maine East High School culinary department for a lunch and a play performance. Fitness Center Carl stated that staff has participated in the customer service and diversity training. Recent building projects have been completed including the replacement of the Dectron for pool dehumidification, the replacement of light fixtures in the pool area, and installation of the ADA compliant lift in the pool and transfer bars for the spa. Carl has been working on a partnership with Advocate Healthcare. The “Healthier Niles project” will start in September and will send surveys to about 10,000-14,000 residents. The first meeting will be on April 22. Carl is looking into some new lighting projects for solar panels and other energy savings projects as part of 2030 plan. He has begun practicing his measures for the performance management system. He has lots of information in the database, but it needs to be extracted. He is working with the budget to continue to www.vniles.com replace equipment as needed. Carl is working on partnerships with businesses for fitness classes, but hasn’t received any responses yet. The Bike Niles event is scheduled for May 17. Family services Tony began by emphasizing the departments new direction of focusing on prevention and early intervention. Staff provided crisis intervention training with teen center staff in Feb. and just completed an 8 hours training on mental health first aid for Adults that focused on looking for red flags. Tony has re-allocated time to create and hire a new position for “Crisis Intervention” on weekends to assist police and fire. Rosemary asked about the frequency of the crisis situations around the village. Tony said that he is working on measuring those. Last year, there was over 100 reports for residents in crisis. Crisis’s tend to be a combination of mental health issues as well as issues with housing, finance, health care, etc. Teen Center Mark gave an update of recent events and activities at the Teen Center including the continuation of programs with the social work interns, homework assistance, craft and cooking projects, movie nights, speakers, and book club. Staff is continuing to receive training in crisis intervention and mental health first aid, in partnership with Family Services. Mark was able to get a replacement refrigerator on permanent loan from Coca-Cola and the TC village car has been relocated to the Golf Mill parking lot. He is working on a “student local government day” with Maine East High School for fall 2014, but is having difficulties recruiting high school students for the TeenTASK program. In the coming months, Mark will be assisting with the East Maine School District 63 Community Committee to help increase communication among stakeholders and develop “community” among parents, school personnel and community organizations. The Niles Optimist Club is sponsoring a “Rose Sculpture” for the Teen Center which will be on display from June through October.
