HUMAN SERVICES COMMITTEE-SPECIAL MEETING- MINUTES Thursday, August 4, 2016- 1:00 p.m. Meeting began at 1:08 pm. Present- Trustee John Jekot, Tony Hollenback (Family Services), Mark Williams (Teen Center), Kelly Mickle (Senior Center), Igor Studenkov (Pioneer Press) Absent- Carl Maniscalco (Fitness Center) - Discussion of the need for development of a “zero tolerance” policy for inappropriate behaviors at the Senior Center, Fitness Center, Family Services and Teen Center. - Mark explained that based on his research as defined as strict enforcement of specific behavior that zero tolerance policies have been found to be ineffective and no longer supported by most fields of education and psychology. - Tony suggested that we should have written consequences for specific behaviors and give the person additional counseling support - Kelly presented the code of conduct for the Senior Center - Tony presented a draft policy for Niles Family Services with examples of behaviors that would be deemed for immediate termination of services - Discussion proceeded with specific examples of inappropriate behaviors that have occurred at the Senior Center, Fitness Center and Family Services - Trustee Jekot suggested that we consider a village-wide policy to apply to all citizens at VON buildings and programs - Mark explained that the Teen Center already has a behavior plan in place that identifies the inappropriate behaviors - Trustee Jekot stated that we should not use the phrase “zero tolerance” but rather “behavior policy” and that “upon investigation, consequences may be assigned” - Kelly believes that we need to reinforce the fact that inappropriate behaviors have consequences - Trustee Jekot stated that we need to fine tune our current behavior policies - Trustee Jekot believes that we have a consensus to continue with our currently implemented policies, Tony will continue to develop a policy for Family Services clients - Tony will check with the other department heads to find out what their behavior policies are and if they would benefit from a village-wide citizen behavior policy Next Meeting Date- September 22, 2016- 1:00 pm Adjourned- 1:53 pm
