Meeting Minutes
October 16, 2018
The following Human Services Committee members were in attendance: Committee Chair
George D. Alpogianis, Resident Member Tom Parala, Fitness Center Director Carl Maniscalco,
Senior Center Director Kelly Mickle, Teen Center Director Mark Williams, Family Services
Director Tony Hollenback and Village Clerk Marlene Victorine.
I. Call to Order
The meeting was called to order at 9:35 p.m. in Room 212 at the Niles Administration
Building by Chairman Alpogianis.
II. Approval of Minutes
Tom Parala made a motion to approve the minutes of September 18, 2018, seconded
by Carl Maniscalco. On voice vote all approved.
III. Old Business
a. Beginning Discussions of Budget Needs for Fiscal Year 2020
Chairman Alpogianis asked the members to prioritize their budget needs into
three tiers: priority, secondary and third level requests. Each Department Head
will schedule a meeting with Chairman Alpogianis individually to discuss their
budget requests: two pronged - what is needed for Department and what is
needed from other Departments, including requests for Public Works to update
and spruce up offices, including painting, etc.

V. Open Discussion/Public Comment
Family Services Director Tony Hollenback is recommending a change in billing
providers to Office Availity for more cost effective billing for counseling services.
Chairman Alpogianis will review the proposal to be submitted to the Village Board
for approval at the November Board meeting.
Water bill outreach program (note on water bills) - donation request to support the
Financial Wellness Fund which is used to assist residents in need of water bill
support.

Fitness Center Report-October 16, 2018

• Memberships are at 2,364 as of October 1.
• Promoting corporate memberships in the month of October.
• Attended the Bradford Group employee health fair on October 11.
• Will attend the Shure employee health fair on October 31.
• Working with an energy efficiency company to investigate new LED lighting to
replace metal halide fixtures and reduce energy costs.
• Investigating costs for locker room renovations for 2020.
• Will be converting the pool liquid chlorine system to tablets to save money.
• Staff will attend the Club Industry show in Chicago on October 25.

Marty Cook putting together program for seniors
Musical Memories – Finalizing MOU; Advocate and Alzheimers Association
The Advocate patient care navigator begins 10/18/2018, monthly programs begin in
November
Medicare D open enrollment October 15 – December 7. Off-site enrollment events
will begin as soon as laptops arrive.
Medicare-Medicaid Alignment Initiative (MMAI) – informational event at Illinois
Department of Human Services 10/10/2018
Community Center RFP – Reissued 10/3, proposals due 10/24.
Thanksgiving Day Luncheon
Reviewing budget needs:
• Possible increase in luncheons and trips.
• Would like to add monies for promotional items
Teen Center Report- Friday, October 12, 2018

Membership/Attendance
Member visits- 411 for September (381 for August & 332 for July)
Average daily attendance- 27 for September (20 for August & 22 for July)
Current active members- 92 teens
# of new memberships- 10 for September (7 for August & 4 for July)
Guest visits- 70 for September (53 for August & 48 for July)
Facility and Equipment Updates/ Replacement
Replaced 2- 43 inch televisions in the game room
Replaced 2 broken hoops on Pop-A-Shot game
Mark repaired many pieces of chair rail in game room that were falling off the wall
Replaced all chair mats in the computer lab- 4 chair mats at 10 feet long- costing about $450
Staffing/Training
10/9 & 10/10- interviews for new PT supervisor- 5 scheduled, we will continue searching
10/11- all staff training on Run, Hide, Fight
Community Partnerships/Support/ Volunteers

Continuing programs
9/14- 11 teens attended in-house movie night- Maze Runner
9/21- held Pop-A-Shot tournament with prizes to winners- prizes were the DVD of Uncle Drew
provided by Integrated Allied Marketing
9/27- speaker series- Yoga Demonstration- 12 teens participated
10/5- Teen Movie Night Out- 10 teens attended Venom at AMC theater
10/11- 24 teens attended speaker presentation about Boundaries and Consent by Youth Services of
Glenview

New activities/ programs for Fall include …
Bring a Friend Fridays- On a selected Friday each month, if a current member brings a friend as a
guest, both teens will receive a free soda and bag of chips. If the guest, purchases a membership,
the current member and new member will receive a $5 gift certificate for a local store (like Subway
or Gloria Jeans Coffee)
Open at 11:45 for D63 early dismissal days- about one per month
Open at 1:00 pm for Maine East HS Finals in December
Continuing Programs/ activities for the Fall include …
Cooking projects 2 times per month
Craft project 1 time per month
Monthly movie night (AMC theater or in-house)
Monthly speaker series to include Yoga Demonstration, Building Healthy Relationships and Opioid
Addiction and our community.
Boys and Girls Check-In sessions on alternating weeks with NFS social workers
Monthly recreational trips coordinated with the Park Ridge Park District- Six Flags Fright Fest,
Haunted House tour, IFly Skydiving- Rosemont
2018 Performance Goals
Refine implementation of MaxGalaxy, still continuing to have difficulties with some aspects of
software, may need additional training with release of MaxGalaxy 2.0 in Late 2018.
Produce new promotional video
Continue replacement of dated or damaged equipment/furniture- focusing on seating in game
room; teen desk chairs throughout facility and 5 TV’s on the game systems
Continue performance management measures
Continue and improve 2nd year of the “Late Night Party”- reduce time, cost and risk exposure but
still attract new members for a fun, special event
Participate in Nonviolent Crisis Intervention training through the Crisis Prevention Institute to learn
about de-escalating anxious, hostile or violent behavior and practicing the progression of non-
harmful holding skills.
Niles Family Services Updates- October 2018

1. Update of Departmental FY 2018 Goals
a. Billing for Counseling Services- recommending changing billing providers to Office
Availity. If approved, this would provide additional cost savings for the department with
more cost effective billing services
2. Departmental Changes/Transitions
a. Senior Social Worker Coordinator resigned, position will be posted
b. Guest Relations has resigned, position will be posted
3. Performance Management Quarterly Reports
a. Crisis Referrals continue to rise (increase of referrals from Niles Police)
i. Increase consistent with seasonal trends in fall/holidays
b. Performance Management Review scheduled with Steve/Hadley for 10/19/18
4. General Status Update
