Meeting Minutes
February 21, 2019
The following Human Services Committee members were in attendance: Resident Member Tom
Parala, Fitness Center Director Carl Maniscalco, Teen Center Director Mark Williams, Family
Services Director Tony Hollenback. Also in attendance: Senior Center Program Coordinator
Jaymi Blickhahn for Senior Center Director Kelly Mickle and Deputy Village Clerk Kathryn
Angell. Committee Chair George D. Alpogianis and Senior Center Director Kelly Mickle were
absent.
I. Call to Order
The meeting was called to order at 9:36 p.m. in Room 212 at the Niles Administration
Building by Deputy Village Clerk Kathryn Angell.
II. Approval of Minutes
Carl Maniscalco made a motion to approve the minutes of January 15, 2019,
seconded by Jaymi Blickhahn . On voice vote all approved.
III. Old Business
a. Discussions of Budget Needs for Fiscal Year 2020 continued
Kathryn Angell announced that Trustee Alpogianis requested each of
department heads call him with any final thoughts regarding their budget.

Fitness Center Report-February 21, 2019
• Memberships are at 2505 as of February 1 and on their way up.
• Attended Niles Chamber Morning Network event at the library Feb. 19.
• Will be converting the pool liquid chlorine system to tablets to save money.
• Performing exit phone interviews on all membership cancellations.
• Completed the 5th of 6 workshops in the IPRA Leadership Academy.
• Attended the Illinois Park and Recreation annual conference in Chicago Jan. 24-26.
Fitness Director did a presentation on Diversity and Inclusion.
• Attended the Niles Chamber Leadership Lunch event on Jan. 24.
• Installed the Go365 fitness check-in beacon at the fitness center.
• Created an employee fitness spinning challenge for Go365 points.
• Requesting board approval for emergency replacement of RTU 3 at fitness.
• Requesting board approval for the Cycling Classic agreement.
• Girls on the Run will be using the indoor track on Saturday morning.
• Center for Enriched Living, a program for adults with disabilities, will be paying to use
our facility.
• Member Appreciation Day on Saturday April 6 from 11am-1:30pm celebrating 20 years
of fitness.
Senior Center- February 21, 2019
Membership – 911
Budget – Community Center Study was removed from the budget for FY20 - $40,000
Opioid Program scheduled for February 14 postponed until spring due to minimal registrations.
Applied for Ready, Set, Bank National Council on Aging grant sponsored by Capital One. We
will receive notification of grant status on March 1.
Block Party Planning Committee will begin meeting in March. The event will be held on
Saturday, September 7.
A monthly lunch and learn series will begin in April featuring Advocate Health Care Wellness
Lectures.
Musical Memories – Currently marketing the program. Sessions begin Thursday, April 4
The Senior Center will be hosting a CUB Clinic on Monday, May 13. Registrants are
encouraged to bring their natural gas, electric and telephone bills to learn how to spot billing
errors and other ways to save.
Teen Center Report- February 19, 2019
Membership/Attendance
o Member visits- 290 for January
o Average daily attendance- 21 for January
o Current active members- 93 teens
o # of new memberships- 4 for January
o Guest visits- 37 for January
Staffing/Training
- Crissy (TC Supervisor) is putting a heavy focus on the use of Instagram to build a greater
public visibility for the Teen Center and promoting programs. We currently have 164 followers
on Instagram and 233 on Facebook
- Mark is in the process of scheduling a lunch-time visit at Maine East High School for April to
help promote the Teen Center to more high school students
Community Partnerships/Support/ Volunteers
- Mark met with the Social Studies Department Chair at Maine East HS to discuss the possibility
of holding a “Clinical Government” summer school class at Village Hall in June. The teacher
and department chair will be making a formal presentation at the 2/27 department head meeting
Inquiry Responses
- Mark met with Ben White, recreation supervisor for Leyden Township. They are beginning a
Teen Center program and wanted to learn how the Niles Teen Center operates, what has been
successful and what challenges we face
Continuing programs
- 1/24- 21 teens attended a program by Wright-Way Animal Rescue
- 2/1- 6 teens attended the Movie “Night Out” for Bumblebee at AMC Theater
- 2/7- 21 teens attended an anti-bullying programs by Harleigh Goodman, Miss Illinois
Collegiate
- 2/9- Valentines Dance attended by approximately 170 teens- mostly from Culver School and
Parkview, with about 20 from Lincoln in Skokie. Thank you to the Fitness Center for allowing us
to use their facility
In Progress
- Spring newsletter and program calendars are in the process of being finalized and sent out to
the printer
- Continuing Programs/ activities for the Winter include …
o Bring a Friend Fridays- On a selected Friday each month, if a current member brings a friend
as a guest, both teens will receive a free soda and bag of chips. If the guest, purchases a
membership, the current member and new member will receive a $5 gift certificate for a local
store (like Subway or Gloria Jeans Coffee) or $10 to Kappy’s restaurant
o Open at 11:45 for D63 early dismissal days- about one per month
o Open at 1:00 pm for Maine East HS Finals in December
o NFS interns to provide an activity 1x per week beginning in January (rotating Tuesdays &
Thursdays) through April
o Monthly movie night (AMC theater or in-house)
o Monthly speaker series to include Magic of Gary Kantor in March
o Boys and Girls Check-In sessions on alternating weeks with NFS social workers have been
temporarily discontinued due to lack of PT staff at NFS
o Monthly recreational trips coordinated with the Park Ridge Park District- Windy City Ninjas
and Escape Room for March (Spring Break)
o 3rd Annual Late Night Party scheduled for Saturday, June 8 from 6:00-10:00 PM
2019 Performance Goals- preliminary
- Continue replacement of dated or damaged equipment/furniture- focusing on large television in
TV room and 2 tables in computer lab used for homework/crafts.
- Create new online store for purchasing shirts and other promotional items with the Teen Center
logo
- Implement new release of MaxGalaxy 2.0- may need training
- Attempt to increase membership/daily attendance by marketing to students at Maine East High
School
- Attempt to increase membership/daily attendance by including new 6th graders at Gemini Jr.
High
- Increase use of Snapchat and Instagram to better connect with teens
- Continue performance management measures
- Continue collaboration with NFS for social work interns at the teen center
Niles Family Services Updates- February 2019
1. Update of Departmental FY 2019 Goals
a. Tony Bertram, LCSW, CADC- Police Social Worker
i. Weekly office hours on Fridays, improve relationship with Niles Police
b. Partnership with School District 63
i. Renewal of MOU with Village of Niles- School Board to review in March
ii. District 63/Niles Family Services recognized by State of Illinois- homeless
support
2. Donor Relations/Holiday Outreach
i. $2,000 donation from Golf Mill Ford
ii. Year in Review/2018- intention to increase donations in business
community
3. Budget Update
a. Proposal for Niles Family Services- increase part time staff funding & addiction
program
i. FY2020 Part Time staff fund will be increased by $25,000
ii. Addiction Program- on hold
b. Part time Staff –reduced hours until 4/30/2019
c. Collaborating with Village of Arlington Heights to create a 501c3 for Niles
i. Darren Brown/Dana Friedman-Graham to attend Arlington Cares board
meeting 2/20/19
