Jekot MEETING SUMMARY Joe LoVerde Wednesday May 1, 2013 Danette O’Donovan Matyas The following persons were present: Chair Chris Hanusiak, Chuck Ostman, Ross Rosemary R. Palicki Klicker, Bruce Sylvester, Bob Pilat, Moussa Nasal and Mary Ann Starzynski(recording). Village Manager Steven C. Vinezeano Chris Hanusiak called the meeting to order at 9:03 a.m. Village Clerk A motion was made by Chuck Ostman to accept the minutes of the March 25, 2013. It Marlene J. Victorine was seconded by Bob Pilat. All were in favor. Minutes were approved. ______________ Community Project Update: Development Chuck Ostman stated that Martam is back at the intersection of Milwaukee and Oakton. Director Hoping to pour concrete today and then bring in the brick paver contractor to finish up the Charles Ostman intersection. He stated that he asked Chris if they were ready to move down to Harlem and Howard area and the response was that Mead is not ready for them yet. There will be some delay in regards to finishing that intersection. Chris Hanusiak asked if there was some type of time frame with Mead on doing the electrical. Chuck responded that Mead is down there right now working on it. Traffic Signals Chris Hanusiak asked if the committee was going to call Akram to discuss the other contracts and change of order. Chuck suggested the committee discuss first and have questions to speak with them about. He proceeded to state that Martam is trying to finish up the intersections. There are other areas that Chris was unhappy with in regards to the curb cuts and curbs being at Cardinal Liquors and the funeral home. They are doing the entrance off Oakton into Oak Mill Bakery. He wanted them to clean it up according to the drawings. Chuck said he also brought up a couple ideas with Chris being the contractor should be responsible for the alligator bags around the trees they are responsible for filling them up with water and straightening them up. The other area according to the drawings was the guide wires coming down from the trees are covered with caution warning orange tape. The drawings show this should be white plastic tubing which looks more professional so he was going to get the contractor to do this. Chris was hoping that Martam was going to finish this up and make a smooth transition down to Harlem and Howard but the timing is not going to allow that. Chuck stated the next item change order status for some of the work we requested on Milwaukee Avenue what they are looking for to keep Martam busy is direction from the Committee today on how to proceed. Chris Hanusiak responded part of this involves www.vniles.com having to put a truck on Milwaukee Avenue and traffic control and questioned isn’t that part of the sidewalk and pouring concrete and would be part of that money. For example when we talked to Chris he said that Lone Tree should be about $20,000. So if traffic has to be blocked for that work shouldn’t this be part of that contract fee. As an extension of the same contract this should be included. Chuck stated in his costs under the original contract all the traffic control was under that contract. This should be an extension as they are already out there doing the work. Chuck stated that Chris is trying to negotiate with them not to charge $30,000 but he wants an answer from the Village first. Can Martam proceed ahead in regards to the areas on Milwaukee Avenue? Chris Hanusiak said if they said the remobilization was $10,000 that would be reasonable. Chuck stated that Chris is going to try to negotiate $0. but if it has to be $10,000 that is the most. Negotiate. The consensus was to negotiate no to very little cost. Ross Klicker stated that the additional markup is ridiculous. Felt that communication with Lone Tree was not clear and they didn’t understand the light poles had to be down in a week. Chuck responded he went to Lone Tree personally on Friday and described the events that the sidewalk would be lined up to match existing and that two light poles and small entrance sign would need to be taken down. He stated that there was an interpreter talking to the owners so they would understand. The sidewalk will be up in the parking lot due to elevation and they are happy with that. Chris Hanusiak stated to verify there won’t be parking issues with restaurant due to removing a few spaces. Chuck responded that it will look nice – new entrance. Chuck stated they also went to Rossati’s. There will be sidewalk all along Milwaukee Ave with a curb cut. Also new grass and one entrance off Milwaukee Avenue and clean up along Ottawa. This will look so much better and business will pick up just because of this. The owner is on vacation right now. Sent an email and rough site plan but have not heard from him. That is a right of way and we are entitled to go ahead. Chuck wanted to know if work, sidewalk, can be done this year along Ottawa. Moussa responded that money was budgeted for all sidewalk restoration. Chuck asked if a curb cut can be put on Ottawa for the business and Moussa responded yes. He also stated the guardrail can be taken out. Chuck said there were six areas to initially be covered. Next was the area by United Transmission. Akram said that there is not enough $$ to do that. Chris Hanusiak stated that we scoped out all expenses for curb, sidewalk, trees and so on based on their recommendation. We were supposed to prioritize as they were to supposed to run the cost right up to the amount of funds we had available. Chuck stated that the area across from Lone Tree means design work and no money is in for design work according to Akram. Moussa stated there is no design work it is all sidewalk. AT THIS POINT A PHONE CALL WAS MADE DIRECTLY TO AKRAM. A discussion took place in regards to the scope and costs of the project. Akram felt the work was more substantial than previously asked for but agreed the Lone Tree and Rossati's area would be designed and would give the Village an estimate by Friday. Moussa asked if the existing entrance was wide enough to take traffic in and out of Rossati's and stated that the only things included were sidewalk, removing the curb and new entrance to accommodate cars without trees and landscaping. Chuck agreed that more was asked for at Lone Tree an Rossati's and would like to also do United Transmission area. He also stated that there would be no more than $10,000 for remobilization. Akram agreed and stated he would negotiate on behalf of the Village. Chuck stated that Chris had a good idea of what is needed on the project and Akram agreed to meet with him. Chuck again stated that the Village does not want to pay anything to Martam for remobilization. Chris Hanusiak requested that Chuck call Akram on Friday, May 3, 2013 to get the pricing. THE CALL ENDED. 2 NEW BUSINESS Bob Pilat stated there was nothing new with the Grant Application. Chris Hanusiak stated that now we need to be proactive for a next phase. Chuck asked if there is a next phase how do we search out another engineering firm. Moussa stated there is an advantage to using HR Green since they are knowledgeable with the process and IDOT. Bob Pilat stated it would have to go through the same process of a RFP. Chris Hanusiak asked what the objection would be to HR Green. Moussa stated that it would be an add on - lowest price. Bob Pilat responded that the scope would be greater and they may ask for a little more, not maybe the lowest but best proposal. Chris Hanusiak said he just wanted to know if add on is comparable to a new quote. Moussa responded that any engineering firm outside scope of work is additional money. Bob Pilat stated that the lowest price is not always the best and may not include the true scope of the job. Chuck asked going back to Lone Tree and Rossati's about costs. Moussa responded $193,000 for sidewalk if exceed ask Village Board. Chuck responded okay so still under budget but more work has been identified. ITEP Chuck stated that there was going to be a meeting in the very near future to talk about the next phase. Meetings need to start now. OPEN DISCUSSION Bob Pilat stated that Phase I engineering funding should be put into the budget. Chris Hanusiak agreed engineering preventive maintenance. Ross Klicker mentioned that a letter was received from Slutzky and Slutzky Attorneys objecting to doing anything in front of their buildings. Give details to Village attorney. Chuck responded that all other property owners are supportive. Chris Hanusiak stated that if we have the funding the right of way improvements will continue. Need a meeting to discuss the pricing with Akram when available. Once Chuck talks to Akram/Chris a meeting will be scheduled as soon as possible. A motion was made to close the meeting by Chuck Ostman, Bob Pilat seconded. Meeting adjourned at 10:03 a.m. 3
