MAY 8, 2014 MEETING SUMMARY
CALL TO ORDER
The meeting was called to order by Co-Chair Jekot at 8:05 a.m.

APP0VAL OF MEETING SUMMARY
R. Klicker made a motion, seconded by M. Nazzal, to approve the March 13, 2014
meeting summary notes as presented. The motion passed unanimously.
DISCUSSION OF ITEP PHASE IV PLANS
The Committee reviewed the revised plans for improvements north of Oakton Street
(Phase IV). It was pointed out the changes to the parking entrance in front of the
Comforts of Home to meet the needs of the business owner.
B. Sylvester mentioned the possible need for signage to the south of this location to
prevent two-way traffic conflicts. Two other possible locations with similar issues were
also discussed. Trustee Jekot will present the plan revisions to Village Board during a
Committee Report. Should the Village Board be in agreement with the new plans, the
consulting engineering we be instructed to complete the plans and present to the Illinois
Department of Transportation for approval.
REVIEW OF MEETING WITH PROPERTY & BUSINESS OWNERS REGARDING SSA
R. Klicker said he had a meeting with the property and business owners in the area
regarding a potential Special Service Area or Merchants Association. In general
feedback was positive, with east side businesses being in support of the special service
area, while west side businesses indicating they do not have property ownership issues
to east side businesses, thus they were not as supportive of an SSA.

R. Klicker said he will continue to work with key businesses regarding this, allowing them
to take the lead to move action forward. Overall the businesses were in agreement
construction should move ahead without an SSA, and the overall meeting was
encouraging.
MILWAUKEE BANNER PROGRAM UPDATE
R. Klicker said with the new agreement with the Chamber of Commerce, the last set of
banners was installed in February, and the next set of banners is set to be installed by
July 1st. He said they will try to get the next set of banners installed before this date as
they have the “Celebrate” theme.
R. Klicker also stated many of the “Best Place to Raise Kids” banners are in badcondition,
therefore the other banners no longer in use, such as the “Shop” banners may be used if
needed.
MILWAUKEE TRAFFIC SIGNAL IMPROVEMENT
B. Pilat provided an update from Meade Electric regarding this project. Meade
indicated there are some minor things to complete at the Howard/Harlem/Milwaukee
triangle (small area of sidewalk and landscaping) that will be taken care of as soon as the
concrete contractor can get to the job, probably within a week or so, including at Amici
Restaurant.
The next set of intersections to be upgraded are under construction now and the
sidewalks and curbs will be removed soon. The curbs will go back in right away with the
sidewalk a week or two later. They hope to have the underground portion done in the
next few weeks and begin erecting the new poles by the end of May. Oakton at
Caldwell, Oakton at Harlem and Milwaukee at Main should all be completed at about
the same time.
They ran into a couple of issues at Oakton and Waukegan that will involve installing a
new conduit and hand hole crossing Waukegan on the north side of Oakton, however
they should be completely done with everything and restored by the end of June.
ITEP PHASE II AND III UPDATE
B. Pilat provided an update from our engineering consultant regarding this project. The
landscaper was on site this week to complete their work (planters, deficient trees to be
removed and replaced).
The contractor also said the sub-contractor for the ornamental fence should be on site
sometime this week to complete the fence at the northeast corner of

Milwaukee/Oakton and to replace the fence that was struck by a motor vehicle, at the
same corner. After the sub-contractor has installed the fence at the northeast corner of
Milwaukee/Oakton, the project will be completed.
M. Nazzal had also contracted the engineering regarding some locations where the sod
didn’t look healthy. The IDOT engineer will be inspecting the locations and will let M.
Nazzal whether or not those sections are covered under warranty.
MILWAUKEE AVENUE STREETLIGHTING REPAIR/REPLACEMENT DISCUSSION
B. Pilat said following the inspection of streetlights along Milwaukee Avenue, it was
determined a number of the poles were in unacceptable condition. During the budget
process it was determined streetlights along Milwaukee Avenue would be temporarily
repaired instead of being replaced until such time as a comprehensive replacement
program was developed. Therefore a quote for engineering services to perform this
from the company that did the inspection was requested. This has not been received to
date, and two more quotes may also be needed unless the Village Board approves a
waiver. Based upon this specifications will be drafted and the repair project will
probably need to go out to bid. That will address the poles in bad condition and Public
Works will be leading this project. There is $50,000 budgeted for engineering services
and $250,000 budgeted for replacement in 1440-3610.
As for the replacement of all the streetlights, this would require a Phase I preliminary
engineering study to review Milwaukee and come up with a plan for the streetlights
with IDOT input/approval. During this phase the design element (fixture head type,
design and pole design) will be selected. Different fixture heads/poles that meet the
needs of the Public Works (ease of use, maintenance, reliability, cost, etc.) would be
considered along with the look of the fixture and pole and the committee would decide
from this group of approved items. We would look to Fred Braun and Tony Dati to
provide their input on suitable light fixtures and poles based upon their experience.
Phase II engineering design using these parameters and following completion of the
design it would go out to bid for construction. Engineering will lead this project.
