MILWAUKEE AVENUE CORRIDOR COMMITTEE NOVEMBER 13, 2014 MEETING SUMMARY CALL TO ORDER The meeting was called to order by Co‐Chair Jekot at 8:08 a.m. ATTENDANCE The following Committee members were in attendance:  John Jekot, Village Trustee  Moses Nazzal, Superintendent of Engineering  Ross Klicker, Economic Development Coordinator  Bruce Sylvester, Senior Planner  Bob Pilat, Admin. Asst. to Director of Public Services EXCUSED  Danette Matyas, Village Trustee APPROVAL OF MEETING SUMMARY R. Klicker made a motion, seconded by B. Sylvester, to approve the July 24, 2014 meeting summary notes as presented. The motion passed unanimously. DISCUSSION OF ITEP PHASE IV PLANS B. Pilat provided an update to the Committee on various aspects of ITEP IV project, which is the section from Monroe Street to Oakton Street. Bids for the project are scheduled to be opened by IDOT in Springfield on January 16th, and the contract will be awarded in February. At this time it is anticipated there will be a preconstruction meeting in March. This project is being coordinated with the resurfacing project IDOT is completing on Milwaukee Avenue from Glenview to Harts Road next summer as well. Resurfacing from Monroe to Oakton will take place after the streetscape project is completed. If streetscape work is still ongoing when resurfacing crews reach the area, the resurfacing contractor will skip the area until it is completed. This will ensure streets are not resurfaced and then torn up for the streetscape project. J. Jekot stated he will provide an update to the Board on the project at the December meeting. B. Pilat mentioned that there will be a number of items to be approved related to the project as well at the December meeting. This includes: Page 1 of 3  The Local Agency Agreement between the Village of Niles and the Illinois Department of Transportation which sets the funding commitment for each. The Village will pay 20% of the project cost and the State of Illinois will pay the remaining 80%.  An agreement between the Village of Niles and HR Green, Incorporated to provide Construction Engineering services. It was stated we pay HR Green up front and the State will reimburse us 80% of the cost, unlike the construction phase wherein IDOT pays the contractor and invoices us for 20% of the cost. Overall we pay 20% of the entire construction and construction engineering cost.  A resolution to authorize the use of MFT funds to pay the Villages 20% match for the project costs. There was general discussion regarding possible future redevelopment in the project area. It was stated by M. Nazzal that any property redeveloped would need to have a permit from IDOT for driveway access. The committee was in agreement that potential developers would need to restore any areas damaged in keeping with the theme of the streetscape program and with IDOT’s permission. ITEP PHASE II AND III UPDATE B. Pilat stated the landscaper that installed the trees for this project provided a two year warranty instead of the customary one year warranty due to issues experienced at the time of the original planting. After much discussion between IDOT, Village, HR Green and Diaz Group (the landscaper) it was agreed the landscaper would be responsible for replacing 28 trees. Five trees would be pruned and only replaced if the pruning did not lead to acceptable results. The landscaper stated they planned to replace the trees on November 14th and 15th. The trees are located in the area from Oakton Street on the north to the Oasis Pool exit on the south. MILWAUKEE AVENUE STREET LIGHTING REPAIR/REPLACEMENT UPDATE Matco Incorporated has begun the repair of streetlight poles along Milwaukee Avenue and has substantially completed their work. In regards to replacement, the Village Board authorized an agreement with Baxter and Woodman Consulting Engineers at the last Village Board meeting to provide design engineering services for the replacement of streetlight poles along Milwaukee Avenue and Waukegan Road. A kickoff meeting to discuss this project was held last week and Baxter & Woodman provided a tentative schedule which shows the project going to bid in August, 2015. Tom Powers from Engineering will be the staff contact for the project. Page 2 of 3 B. Pilat stated there is a public engagement process to make ensure streetlight poles meet the standards of Public Works, and that the Milwaukee Corridor Committee and Village Board have the opportunity to provide feedback and approval on the final streetlight pole and fixture selected. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS There was general discussion about future budgeting. The Committee was in agreement that funds should be requested to complete Phase I engineering along Milwaukee Avenue from Monroe Street to the north limits. ADJOURNMENT There being no further business, a motion was made by J. Jekot, seconded by M. Nazzal to adjourn the meeting.
