I. Call to Order
The meeting of the Public Arts & Culture Advisory Council was called to order at 5:05 p.m.
on Monday, July 10, 2017 at the Niles Administration Building, Room 218, 1000 Civic
Center Drive.
II. Introduction of New Council Member Kathleen Gallagos
Kathleen Gallegos, artist and owner of Arts Station Studio in Niles, was appointed to the
Council by Mayor Przybylo at the May 23 Board of Trustees meeting.
III. Approval of Meeting Summary
Steve Vinezeano made a motion, seconded by Debi Gajewski, to approve the meeting
summary of June 12, 2017. On voice vote, all concurred.

IV. Organization Representative Reports
Artist Carol Luc reported that she participated in the Village of Niles 4th of July parade,
representing the Council.
Artist Kathleen Gallegos reported that she conducts art programs with sick patients at
Shriners Hospital for Children.
VFW – Steve Vinezeano reported that the VFW was represented in the 4th of July parade.
Artist Cory Hance reported on his upcoming performance engagements.
Chamber of Commerce – Katie Schneider reported that the Chamber will promote arts and
culture in Niles in their 2018 Community Guide.
School District 63 – Janet Spector Bishop reported that District 63 students enjoyed seeing
the hand-painted snow plows in the parade. She also reported that the theatre at Apollo
Elementary School is available to the public.
Niles Public Library – Susan Lempke reported that the library has a new name: Niles-
Maine District Library; the summer reading program (partnered with School Districts 63
and 71) has the largest-ever enrollment; and the library will host Fandom Fest with
Svengoolie on August 19.
Niles Historical Center – Michael Crisci reported that on July 25, the Center will host
Genealogy Part II; in August, many events are planned, including an ice cream social on
August 27; the Center will take part in a geocaching event; and the Center will host an
animal adoption event – date to be announced.
Artist Debi Gajewski reported that approximately 1,500 postcards were handed out at the
parade. (The postcards announced the “Purse”-ue Your Dreams Auction and Twinkle &
Lights Contest, as well as the mission of the Arts & Culture Council.) She reported on
upcoming performing engagements and arts projects at the Historical Center and elsewhere.
Staff Liaison Cathy Spadoni reported that the Arts & Culture Project application,
“Purse”ue Your Dreams Auction information and Twinkle & Lights Contest information
have been posted to the Village website. She reminded Council members to submit their
Disclosure Statements as soon as possible, and announced that Mary Dowd Demas resigned
from the Council on July 7.
Niles Park District – Lindsay Brubaker reported that summer programs are in full swing;
the 4th of July post-parade celebration was a huge success with approximately 7,000 people
in attendance; and concerts are held in Oak Park every Friday evening through August 11.

V. Old Business
a. Review of Proposed Master Plan with The Lakota Group
At the last meeting, Council members were asked to email comments regarding the
Second Draft Report of the Plan. The Lakota Group incorporated those changes.
Because those changes were not substantive, Nick Kalogeresis and Jon Pounds
submitted the Third Draft Report via email rather than in person.
The Council reviewed the Third Draft Report and suggested additional changes:
Page 10 – Artist and Exhibition Spaces; Page 44 and 45 – Priority E, Strategy #2; and
Page 71 – Private Cultural Organizations (adding Art Station Studio and Viking
Gymnastics).
b. Approval of Proposed Master Plan
Katie Schneider made a motion, seconded by Debi Gajewski, to approve the Master
Plan with the suggested changes and updates. On voice vote, all concurred. The Plan
will go before the Village Board of Trustees for their approval at the August meeting.
c. “Purse-ue Your Dreams” Charity Auction Update
Debi Gajewski reported that the project is progressing nicely. To promote the event,
she is posting one painted purse per week on her blog, thestoryspinners.com. The
auction will be publicized in the Wings newsletter.
VI. New Business
a. Arts & Culture Webpage
Steve Vinezeano reviewed the features and options of a webpage he created to promote
and advertise arts and culture-related events. He presented three options for the header;
the Council selected the third option with orange lettering instead of green. He will
present the final webpage at the next meeting.

VIII. Public Comment
Steven Yasell commented that he likes the Council’s use of social media and its efforts to
communicate with the public.
IX. Next Meeting
The next meeting will be held on Monday, August 7, 2017 at 5:00 p.m. at the Village Hall
Conference Room 218.
X. Adjournment
There being no further business to come before the Council, Janet Spector Bishop made a
motion, seconded by Katie Schneider, to adjourn the meeting. The meeting adjourned at
6:05 p.m.
