MEETING SUMMARY

Meeting called to order at 9:15 A.M.
APPROVAL OF MINUTES
Chairman Strzelecki asked for a motion to approve June 1,2015 meeting minutes.
Motion by Chief Mc Enerney to accept minutes of June 1,2015 meeting.
Second by Chief Borkowski. Minutes accepted unanimously.

NEW BUSINESS
POLICE
1. Starcom radio system
Chief Mc Enemey discussed the fact that the police department must give up their
radio frequencies by 2019 as directed by the FCC and move to the 700 or 800
MHz bands. Police agencies are looking to switch to the Motorola Starcom
system. Glenview is currently switching to the 800 MHz Starcom system, both
Fire and Police, at a cost of over one million dollars. Chief Mc Enerney indicated
that the police are currently associated with NORCOMAIORTAF and have to
decide if they are going to stay with this group to switch radio equipment or make
the switch alone.
Chief Mc Enemey indicated Motorola offered a five year contract to lease all
necessary radios and maintenance for those radios for $600,000. Trustee
Strzelecki asked what the cost difference between purchasing the communication
equipment or leasing it? Trustee Strzelecki also asked what the police
department's current radio costs were. Chief Mc Enemey to obtain those figures.
2. Vehicles
Chief Mc Enerney stated they are doing research on replacing current squad cars.
The plan is to budget for replacement in next year's budget and to purchase 2017
model year vehicles. Chief stated there is a vehicle committee being formed to
address issue. Chief discussed two potential vehicles, the Ford Explorer and the
Chevrolet Tahoe. Trustee Strzelecki asked for figures showing the cost savings by
using the program where each officer is issued own squad vehicle. Public Safety
committee agreed that new vehicles should be 4-wheel drive due to adverse
weather conditions personnel are faced with.
3. Personnel
Chief Mc Enerney stated that police had just hired one new officer. Beginning
process to hire two more all of which are replacements for personnel who have
left.

1. Vehicles
Chief Borkowski reported thatanew fire engine is being built currently. The
process began in May with Fire and Public Service employees completing the
specifications for the vehicle. Those employees visited the plant in Appleton, WI
to frnalize the specifications with the manufacturer. Those employees will visit
the plant again in February 2016 to inspect the vehicle after it has been painted.
The estimated date of delivery to the village is March 1,2016.
Personnel will begin the process of replacing the command vehicle, a2001
Chewolet Suburban. This vehicle is used by the District Chiefs as their
emergency response vehicle. Both of these vehicles are in the current budget.
2. Personnel
Chief Borkowski reported that fire department was in the process of hiring two
new personnel to replace two who have retired. The chief indicated that there are
two more probable retirements at the end of November and the department would
like to begin the process of hiring for those two also. The thought being that if or
when those two individuals retire new personnel will be ready to be hired
immediately. There was some discussion by both chiefs about not being able to
hire new personnel until retiring personnel were officially gone. There are
incidents where an individual will be off on permanent disability but the
workman's comp and pension process could take an additional three to six months
before the individual is officially retired. Meanwhile there are significant
overtime costs to cover that individual's position on the force(s). Trustee
Strzelecki indicated he would like to review that village policy.
3. Station 3 renovation
Based on the 2014 facilities assessment report, completed by the Wight company,
Public Services budgeted $25,000 for design drawings and $753,000 for
construction costs to renovate fire station 3. Public Services began repaired one of
the issues to be addressed and then reached out to Wight to get an idea of the
costs involved. Wight came back with a figure of $83,000 for the design drawings
and up to 1.5 million dollars for the completion of the project as outlined in the
report. Fire and Public services are to meet with Trustee Strzelecki to determine
future action on station.
