I. Call to Order at 09:00hrs.
II. Roll Call-
Present-Trustee LoVerde, Chief Tigera, Chief Feld, Hadley Skeffington-Voss,
Evangeline Alpogianis and Trustee McCreery.
Absent- Tony Fidanza
III. Approval of Minutes
The minutes from October 19, 2018 were approved. Motion made by Chief
Tigera, second by Chief Feld, with all in favor and none apposed.
IV. New Business
1. Police Lateral Transfer Program
Chief Tigera explained that the police department is currently down four
officers and has exhausted the current candidate list. Chief Tigera quested the
Fire And Police Commission allow processing for police lateral transfers. All
potential candidates will still be required to go through the normal hiring
process (i.e. background checks, physicals, psych. evaluations, etc.). The
motion was made by Chief Tigera and seconded by Chief Feld, with all in
favor and none opposed.
2. Bees
A resident has requested permission to become a bee keeper and harvest
honey at her home residence. Chief Tigera had reservations pertaining to
enforcement of licensing and acquiring equipment for inspections. The
discussion continued and Chief Tigera proposed a pilot program at the ‘Farm

on Franks’ to allow time for education and training of police personnel to
properly enforce the health and safety of all involved parties. The motion was
proposed by Chief Tigera, seconded by Chief Feld with all approved and none
opposed.
3. Police Educational Requirements/Job Descriptions
A discussion ensued regarding educational requirements of police
commanders. The new job description now requires these individuals to
obtain a bachelor’s degree within 36 months of appointment. Chief Tigera has
concerns regarding assistance from tuition reimbursement. In addition, Chief
Tigera feels this requirement may be appropriate for the Chief and Deputy
Chief positions, but may be excessive for a commander position.
4. Parking Permits for Nora Av and Chase Av Neighborhood
A discussion ensued regarding residential parking concerns on Nora, Neva,
Jarvis and Chase Avenues. Commercial businesses and Chicago residents are
impacting available spaces for residents of this area. The Public Works
Committee also discussed this issue and recommended street markings to
show clearances for stop signs, fire hydrants, etc. This will allow the police to
easily identify violations. Police will also be developing a study on left turns
off of Chase and onto Harlem. Over the past three years there have been at
least 17 motor vehicle crashes at the intersection of Harlem and Chase.
5. Body-Worn Cameras
An update regarding body cameras was provided to Trustee LoVerde. The
police department has been evaluating three different manufacturers of body
cameras. These include body cameras from Safety Vision, Motorola and
Axon. The final approval is to purchase from Safety Vision. They were
evaluated based on video quality, officer ease of use and data storage.
Purchasing will be completed in two phases. 28 units will be purchased
utilizing DUI Funding. The remaining 27 units will be purchased utilizing
funding from the 2020 budget.
6. Fires Station Alerting System
Trustee LoVerde was informed that the current station emergency notification
system is antiquated and no longer serviceable. In the proposed 2020 budget,
the fire department will be requesting funding to support new systems at both
fire stations.
7. Staffing Justification
Trustee LoVerde was informed that the fire department is requesting funding
to maintain current firefighting staffing levels. There was also discussion that
the fire department is in need of a Deputy Chief.
8. New Fire Engine Update
An update regarding the new fire engine was provided to Trustee LoVerde.
He was informed that a group of individuals from both the fire department and

fleet maintenance travelled to ‘Pierce’ in Appleton, Wisconsin for final spec.
review of the new fire engine. Vehicle delivery is expected in mid-summer.
