I. Call to Order: Chair Matyas called the meeting to order at 5:01 p.m. Chair Matyas,
Committee Member Balzano, Committee Member Anderson and Committee Member Braun
were present. Also present was Robert Rado, Civil Engineer in Public Services.
II. Approval of Minutes: The meeting summary from April 18, 2017 was approved.
III. New Business:
A. Consideration of Code Language authorizing the Director of Public Services to install
accessible parking signage. As part of the Village’s ongoing transition plan to meet
Americans with Disabilities Act (ADA) accessibility, the Village will be creating
accessible parking in certain on-street locations that serve as parking lots. An
example is the Chesterfield area. These new parking spaces are being budgeted in
future construction budgets for the area, as they include special signage, striping and
adjacent construction to create handicap ramps. The Village Code is to be adjusted to
allow the Director of Public Services to install appropriate signage and allow for
enforcement of these new spaces. The Code change is being prepared with the
Village Attorney and Public Services and is scheduled to be adopted at a future Board
meeting, subject to the recommendation of the Public Services Committee. The
Committee voted unanimously for the revised Code language.
B. Status of Traffic Calming Requests. The Committee discussed the traffic calming
requests that have been received since the new policy was approved in late 2015. The
Maryland Street speed tables were approved by the Village and are being installed as
part of the calendar 2017 street construction program. Other formal survey requests
were received from residents on Merrill, north of Dempster, and on Ozark south of
Notre Dame. Police and Public Services work cooperatively to evaluate the requests
once a petition is received. Speed of traffic, volume of traffic, and property uses

(e.g., near schools, parks or similar traffic generators) are evaluated. While the residents
submitted petitions with sufficient signatures to generate an evaluation of the request
(33% of households), neither was deemed to meet the necessary criteria to warrant
consideration of traffic calming. The results are to be discussed with the residents who
generated the petition for consideration of other means to address the issue.
