Victorine PUBLIC WORKS COMMITTEE MEETING MINUTES JUNE 5, 2019 Call to Order Fred Braun, and Tony Dati were Present. Dan Balzano was absent. March 27th committee. New Business Item One: Coca-Cola Pedestrian Crossing on Oak Park Matt Podgorski spoke to the committee regarding the importance of much needed cross walk to help assist employees that are crossing Oak Park Ave. Matt Podgorski presented a couple examples of signage that could possibly be used. These included solar powered options, and a simple stop for pedestrian signs that are currently used in Niles. He also mentioned possibly having a bump out. Fred Braun and Matt spoke about no parking within so many feet of a cross would be for the neighbors. Trucks may begin moving down the block and parking in front of other businesses. The Village will look into excessive truck parking along Oak Park Ave. The Public Works Committee along with Matt Podgorski will talk to the neighbors about other concerns they may have. The Village will look into this request. Item Two: Private Sector Program / Long Term Operations Plan MWRD Village of Niles Engineer, Tom Powers gave an update. 3 years ago the MWRD required the Village of Niles to come up with a long term operations plan for our sanitary system. Tom Powers presented the final version which is due in July to the Public Works Committee. Tom Powers also spoke about a potential sanitary sewer back up issues. If the village began to have this problem they would have to enact a program that would allow the village to inspect private property for illegal connections. Tony Dati had concerns that if our Village Inspectors passed the home during the considerable money. These concerns will be brought up the Village Legal Department. Tom said he would speak with Community Development and find out what the village inspects before a home sale. Old Business Item One: Winter Street Parking Restrictions 6900-7000 Blocks of Birchwood The Public Works Committee addressed the survey that is going to be circulated to the residents on Birchwood Ave. Public Works Director, Fred Braun gave a thorough description of the policy the village has in place regarding issues such as this. Fred said that you must have a minimum 66% of address must be in favor to continue the process. The committee heard public comments regarding the Snow Route designation. Residents that were for or against spoke on the issue. The committee considered resident input on what would exactly be on the survey. Once the survey has been updated it will be distributed to the residents on Birchwood Ave. Item Two: Albion Traffic Calming The Public Works Committee discussed ideas and plans for Albion Ave. Fred Braun spoke about the traffic calming study. Placements of stop signs, addressing line of sight issues were discussed. Fred Braun said placing stop signs Normandy would be the more effected solution. Public Works may paint the curbs so residents would park so close to the intersection. That would not be done until a decision on the stop signs has been made. The Village will be speaking with the make some of these changes.
