Victorine PUBLIC WORKS COMMITTEE MEETING MINUTES November 12, 2020 Call to Order The meeting was called to order at 2:30 Fred Braun, and Tony Dati were present. Dan Balzano - Absent Approval of Meeting Summery/ Minutes Meeting minutes from the October 20th Seconded by Fred Braun All in favor Fred Braun- Yes, Danette Matyas Yes, Tony Dati Yes Old Business Item 1: Update on Garbage and Recycling Carts in the street Fred Braun gave a brief description of the progress Public Works has made on where garbage cans are placed. He described all the public outreach which was not successful. For three weeks in October public works put stickers on garbage cans that were placed in the roadway. As a result over 95% of residents are complying with the ordinance. A letter was drafted to be handed out to around 13 residents if they are to be found in violation next week. Fred Braun made a motion to proceed. Tony Dati seconded the motion. Danette Matyas Yes , Tony Dati Yes, Fred Braun - Yes Item 2: Utility Line Insurance Fred Braun gave a brief description of the history behind the village seeking utility line insurance for its residents. Mark Andrews, of American Water Recourses gave a brief description of how the program works. There would be coverage for water & sewer issues. The price would not increase after year two for the duration of the contract which would be a five year agreement. Bob Pilat did ask if there would be a deductible. Mark stated there is no deductible. An updated and finalized proposal will be available within a couple weeks. Fred Braun and Jack Grana did try and reach out to Home Serve and they have been unresponsive. Item 1 - Block of Oketo/7400 block of Lawler Restrict parking on the curve where Oketo turns into Lawler. Sergeant Eckardt from the Niles Police Department explained that the narrow roadway is causing residents on the curve of the street to park on the sidewalk which is an ordinance violation. It also impact foot traffic using the sidewalk. If vehicles park on the road way on both sides of the street it leaves under 10ft of clearance. It makes it difficult for garbage, fire and public works to drive down the roadway. Tony Dati and Fred Braun spoke about issues on similar roads and the impacts it has on safety & village services. Fred read the ordinances that are being violated. The footage of passible roadway is currently a violation of the ordinance in this area. The discussion to possibly have one side of the street parking on the curve or block has been tabled until further analysis is completed. Item 2 - Seward Court Street Parking Concerns – One side of the street parking Tony Dati spoke about the roadway having a similar situation as Lawler. Fred Braun mentioned the ordinance again as he did with Lawler. Village Engineer Tom Powers stated that the village might be able to use the Niles pavement analysis to determine and find other roads that have a similar measurement. Fred stated it would be better to come up with a plan after we see home many roads we are dealing with. Item 3 - Parking issues on 8200 block or Wisner Tony and Fred spoke about issues and history of the parking issues on Wisner. Letters were mailed out a couple years ago to the residents. Patricia spoke as a resident of on the 8200 block of Wisner. She spoke about the letters that were mailed and said that the post office did a poor job delivering them. Approximately only 1 in 5 residents received the letters. Patricia gave a number of ideas and suggestions that the village could do. She suggested that all the narrow streets should be deemed snow routes. Fred explained that he doesn’t believe there is sufficient support for something like that. This issue will be revisited after further analysis. Item 4 – Brick Pavers on IDOT Roads Fred explained the problem with brick pavers and resurfacing. The contractors were spoken to and they are going to try and come out this month to try and clean the bricks. The design of the new cross walks was budgeted for but was put on hold because of the pandemic. Fred spoke about the new crosswalk on Waukegan and stated how good it looked. Fred stated the contractor did put 3 inches of sand down to protect the crosswalks during resurfacing. Fred stated the oil on the bricks is mostly from traffic tracking across the bricks. PW did research a product last year to protect the bricks during future resurfacing and was going to make a purchase but the company stopped making the product. The brick pavers are scheduled to be replaced in the near future. Trustee Matyas and Fred spoke about what was essential and not essential due to the pandemic. There is money in the budget for design work this year so it could be completed next year. Tom Powers spoke about the challenges working with IDOT and permits. Tom said that it would most likely be completed by the end of FY22. The first crosswalks to be done would be Milwaukee and Howard because of grant money due to the street scape project. Fred Braun made a motion to proceed with a recommendation to the Village Manager to proceed with the design phase for the replacement of the brick pavers at Milwaukee and Touhy. Tony Dati seconded the motion. Danette Matyas Yes , Fred Braun Yes, Tony Dati Yes, Item 5 Discuss Novus Entries for Resolution of Support for Grant Applications Fred stated that Trustee Mc Creery asked to add this to the agenda. She wanted to know if Novus cover pages could change some wording to state something like could this result in the future expenditure of funds. Kathy Thake spoke about if that was a possibility. Kathy spoke about possibly shifting to a new platform. She mentioned that we can type whatever we want in the boxes on Novus. There are limits but Kathy will work with Novus to try and resolve this issue. Public Comments Patricia of the 8200 block of Wisner spoke. She mentioned some other solutions to narrow street parking. She feels everyone needs to be on the same page. Mentions alternating side of the street parking or no overnight parking, door hangers to alert them of issues.
