STORMWATER COMMISSION MEETING SUMMARY April 3, 2009 The following persons were present: Chuck Ostman, Richard Wlodarski, Scott Jochim, Mousa Nazzal, Andrew Vitale, Joseph Lo Verde, Acting Mayor Callero, George Van Geem and Project Manager Steven Vinezeano. I) Opening Discussion: Stormwater Commission Project Manager Steven Vinezeano opened the meeting with an overview of the meeting agenda (power point enclosed). He also outlined the Stormwater Commission Plan as follows: o Conduct a stormwater survey of residents and map data (COMPLETE); o Identify areas of concern (COMPLETE); o Collect field data and analyze system (ONGOING); • Site visits/additional resident input • Investigate and identify problems o Make corrective measures(ONGOING); • Spot maintenance • Coordinate solutions with 3rd parties • Identify issues requiring further study o Review internal operations and ordinances(ONGOING); and o Report on Commission Study, actions, and recommendations (TBD). II) Review of Ongoing Site Investigations/Actions: The Commission discussed the following locations: 1. Notre Dame High School was discussed due to their development plans. They stated that they would like the Village to allow them to drain their site into the nearest storm sewer. The Public Services Director stated that he could not allow the connection and that the school must determine a way to retain their stormwater. 2. Our Lady of Ransom. A curb and swale combination has been discussed for the northeast area of OLR property to prevent the flooding of residents on Sunset and so that OLR will hold their stormwater. Since this is the last year for the fun fair, this area could be used for stormwater storage. Currently the village has placed sandbags in the area. There was discussion about how in the past when there was a school, a retention pond was removed due to fear that a child would be at danger. Additionally, the Village installed a restrictor near greenwood that the County failed to install. 3. Maryhill & Saint Aldabert Cemeteries. Public Services stated that Steve at the cemetery management office has been very cooperative. When approached by the Village to make some changes to their property due to the excessive stormwater runoff, they have installed berms that have essentially reduced the number of burial sites available. There was discussion about berming Maryhill on the southeast and that if they do not, the Village may have to on the right of way. Cemetery management has requested that an onsite sewer be once again opened to allow for flow to see if this alleviates some of the water on Washington. Also, the cemetery plans to fix a breached berm Aldabert cemetery. The Renaissance condo association will be working with Gewalt Hamilton to determine onsite issues. 4. Glendale Road/Glenview. Public Services staff has begun discussions with Glenview regarding this flow of water. Discussion of possible cul-de-sac if Glenview does not cooperate. 5. Oketo/Odell/Keeney Alley & Intersection. Debris was cleared from the Keeney restrictor at Odell and in alley. It was discussed that the Public Services department does clean streets, gutters, and trouble spots as much as possible prior to potentially troubling storms. The group looks forward to the day when GIS planning of the stormwater issues in town will allow for more of an accurate method of control. 6. Kirk Lane Park. Catch basins were put in park by the Niles Park District to connect later to the Nordica Avenue storm sewer. Mr. Lo Verde stated that there are future plans for a swale on the property, more grading and possibly a berm along the private parking lot to the north to prevent taking on that stormwater. There was concern that if any of these homes in the area were to tie into the storm sewer, they will be at risk of basement flooding due to the charging of the Nordica storm sewer. 7. North Park in Park Ridge. The Public Services Director is planning to meet with property operators to discuss the issue. 8. Jonquil Terrace Park. Mr. Lo Verde stated that the Park District will be looking into the situation. 9. Grennan Heights Gym & Fitness Center. Mr. Lo Verde stated that due to stormwater issues, a planned garage will not be built. It was recommended that a sidewalk and swale be built along Odell and Monroe to help the park retain water. There is also a safety concern regarding pedestrians having to walk on the street. Discussion that there may be a NWMC grant available at a future date. 10. Courtland & Callero Area. Other than the County considering plans to better retain and store stormwater on their site at the Huntington, the area is considered a problem area that requires further study. 11. Chateau Ritz Parking Lot. The Village Engineer shot grades and provided a plan to connect to the Maryland sewer to a resident who owns three properties in the area. It was also noted that private property owners such as the Chateau Ritz must do everything they can not to negatively impact their neighbors with stormwater runoff. It was also noted that a trench once meant to hold water along these properties was in filled. These trenches (which are no longer lower than the property to the west) would help to reduce the amount of time there was standing water in the yards. Discussion was based around a need for future laws about stormwater retention. Commission members shared success stories about Osceola and a lot behind Shau’s Catering. The Village Engineer shared that he provided rear yard flooding relief data to and Maryland; Elmore; Odell; Lee; Normal; and and Oketo. III) Organize Team Site Visits: Site visits will be planned the following Wednesday, April 8th at 9 a.m. Locations as noted on power point presentation. IV) Review and Discuss Potential Recommendations: This was tabled for another date the following week due to time constraints.
