STORMWATER COMMISSION
MEETING SUMMARY
July 20, 2009
The following persons were present: Richard Wlodarski, Scott Jochim, Andrew Vitale,
Chuck Ostman, Steven Vinezeano, George Van Geem, and Mayor Callero. Mousa Nazzal
and Chairman Joe Lo Verde were not present.
I. “Chronic Issues Map: S. Vinezeano discussed three maps depicting
chronic street and yard flooding based on the 500+ resident surveys, direct
information from residents, historical data, and the Stormwater Workshop held
on Wednesday, May 20, 2009. The commission wanted to go beyond the
existing maps which depicted the September 2008 storm event.
There was a consensus that priority should be given to home and basement
flooding issues (overland or sewer backup) that cannot be fixed through
homeowner flood proofing, then street flooding levels that result in hazards,
and then rear yard flooding.
Utilizing the map sections developed at the workshop with the new data, the
following four areas were discussed: Note: Although these are key areas of
concern discussed at this meeting, the commission plans to address all resident
issues in general.
NORTH.
1). The area bordering Glenview and Greenwood Avenue where stormwater
seems to flow east off of Greenwood and south from Glenview down Glendale
Road;
2). The area north of Church Street and East of Milwaukee Avenue where
several streets hold water. The most significant issues in this area are a couple
of below grade garages, a need for barricades during heavy rains, and the
flooding that occurs at the corner of Maryland Street and Milwaukee Avenue
causing Milwaukee Avenue lane closures;
3). The area just west and south of Maryhill Cemetery where stormwater flows
off of the cemetery to adjacent streets and yards; and
4). The area near Our Lady of Ransom and Greenwood Avenue (a County
road) where water seems to flow onto Sunset Road and other nearby roads.
CENTER
1). The area south of Dempster Street, east of Milwaukee Avenue, and north of
Oakton Street consists of a number of stormwater issues related to the
combined sewer system:
a. Sewer backup;
b. Street flooding levels that result in hazards;
c. Stormwater runoff from Grennan Heights Park and NICO Park;
d. Rear yard flooding.
SOUTH
1). The area south Oakton Street:
e. Sewer backup;
f. Street flooding levels that result in hazards;
g. Stormwater runoff from Jonquil Terrace Park;
h. Rear yard flooding;
i. Flood zone properties.
II. Reports for Ongoing Site Visits: Scott Jochim and Chuck Ostman
continue to work through their list of addresses and issues to submit their
reports as soon as possible for the final report.
