STORMWATER COMMISSION MEETING SUMMARY October 09, 2009 The following persons were present: Richard Wlodarski, Scott Jochim, Andrew Vitale, Chuck Ostman, and Steven Vinezeano. Mayor Callero was also present. Mousa Nazzal was out of the office and Committee Chair Joe Lo Verde had an urgent issue to attend to for the Niles Park District. Public Notice was posted as per required. I. Ordinances for October, 2009 Board Meeting: • Stormwater Management Ordinance. The Stormwater Commission has decided to have Gewalt Hamilton Associates review the Village’s draft ordinance adding Chapter 51 establishing a stormwater management program. This is beneficial due to their expertise in the field of stormwater management and their intimate knowledge of the Cook County/MWRD draft stormwater management ordinance. A limit of $1,200 for this review is set. Although Gewalt Hamilton may be able to provide their first draft to the Commission prior to the Board Packet deadline on October 16th, the Commission will need more time for feedback. This ordinance in final form will be ready for the Board of Trustees to consider at the November Board meeting. • Fee Schedule for Inspections and Connections Ordinance. The Department of Public Services will have some research completed by next week; however, the ordinance recommendation will not be ready until the November Board meeting. • Permeable Surface Ordinance. This ordinance will be reviewed by the Planning Commission this month and a final will not be ready until the November Board meeting. II. Stormwater Engineering Firm: • The process was discussed. The Commission decided to send the prepared RFQ to the Stormwater Engineering Firms on the sheet and to publicize it through Susan Bus. The RFQs will be due by noon on Monday, November 2, 2009. III. Ongoing Stormwater Runoff Issues: • Notre Dame High School. Rich Wlodarski will be holding a meeting with Notre Dame High School personnel to recap the items developed at the Public Meeting. There was discussion about how there was never any stormwater retention requirements at ND until this project and ND cooperated with the Village for retention of a 100-year rain event, which Gewalt Hamilton sees as a “regional” stormwater type of project. In the future, it will be recommended that nearby residents be involved at the front end of such large projects. This will help to calm fears. There is one concern that bringing in the community too early may also cause an expansion of the scope of work and project costs. The berm, fence and snow plow issue was discussed and the Public Services Director will look into it. Chuck mentioned that a one page summary of issues will be provided to those who attended the ND meeting. • Maryhill and St. Adalbert. The St. Adalbert berm and work is complete. The Renaissance Condo Association will hire Gewalt Hamilton to move ahead with their stormwater portion of the project. At Maryhill a pipe was laid at some low points to help move the water away from rear yards. The one individual at the board meeting who asked about the work is the same individual who claims that it does not flood in that area, which is contrary to the many residents on that street who submitted a petition regarding the issue. • Greenwood and Cook County. The Public Services Director will meet with them next week to discuss. • Glenview. The Public Services Director is still waiting to hear from Glenview. The Mayor has asked him to continue trying or we may have to take the issue higher. • Park District. A sidewalk was installed at Grennan Heights along Odell and other retention work is being completed to help reduce stormwater runoff. • Our Lady of Ransom. OLR hired SEC Group, Inc. to work on plans to help mitigate stormwater issues on their property. • Bethany Terrace. There was discussion about a project along the undeveloped portion of Main Street between Waukegan and Caldwell. It is unknown who owns that property (which municipality), but both municipalities must sign off on the project. The Village learned that the existing structure and future structure shows stormwater from Morton Grove entering the Village’s combined storm sewer. The undeveloped road is currently gravel and partially full of brush. The goal is to have this development constructed in a way that stormwater is better managed through BMPs and that the Village is not negatively impacted. IV. Next Scheduled Meeting: TBD.
