STORMWATER COMMISSION
MEETING SUMMARY
February 4, 2010
(Stormwater Firm Interviews)
The following persons were present: Richard Wlodarski, Andrew Vitale, Chuck Ostman,
Mousa Nazzal, Committee Chair Joe Lo Verde, Steven Vinezeano, Scott Jochim, George
Van Geem, and Mayor Callero. Also in attendance was one representatives of Parks
Plumbing and Sewer, Inc.
I. Stormwater Firm Presentation and Q & A.
9:00 a.m. to 10:00 a.m. – Shaw Environmental & Infrastructure, Inc.
provided a ½ hour presentation and the Commission asked questions.
10:15 a.m. to 11:15 a.m. – MWH provided a ½ hour presentation and the
Commission asked questions.
II. Next Step
a. Which three firms receive RFP? The Commission discussed the
presentations of each of the five firms that interviewed. It was decided that MWH,
Christopher Burke, and Hey and Associates would move to the RFP.
A simple point system was provided (5-1) 5 being best and 1 being lowest. Hey and
Associates scored 30, MWH scored 21, Christopher Burke scored 16, Shaw Environmental
scored 13, and Cowey Gudmundson Leder scored 9.
(Mayor Callero and George Van Geem both missed one of the interviews and did not help
to choose the top three firms).
b. Scope of Work and RFP document to be written. The Project Manager
will develop an RFP to be given to the top three firms. It is understood that the scope
of work will need to be more general in some cases, due to the fact that each firm had
a different approach. This draft RFP will be shared with the Commission for review
and approval. Also, an RFP Evaluation Form will be created.
III. Site Specific Updates
a. Handout of 3rd Party Efforts. This item was just for information
purposes and was not discussed.
b. Maryhill Cemetery Update - Berm along Monroe? The Commission
requested that the Public Services Director get some form of commitment in writing
from the Cemetery on the options they are to consider. It was mentioned that the
Cemetery may not want to pursue a berm approach.
c. Glendale Road Area/Glenview – Scott Jochim brought up the issue to
MWH, the engineering firm working for Glenview. He is also rescheduling a meeting
with Glenview staff.
d. Greenwood Road/County – Scott Jochim discussed that a letter
was being prepared for the State of Illinois to investigate issues on Greenwood Road,
north of Golf Road. The Area south of Golf Road is County.
e. Proposal for North Park along Western. It was discussed that the
Commission may want to work with Park Ridge on a possible collaboration.
f. Bethany Terrace. Engineering is working with B. Terrace on their
stormwater issues. The goal is to keep a majority of their stormwater runoff out of the
Village’s system.
IV. GIS Sewer System Update – Andrew Vitale updated the group on his efforts to
update the sewer maps on GIS. He stated that he is about 85% with first cut, which is
North of Howard and South of Caldwell.
V. Open Discussion
a. Cost Share Programs. This was for informational purposes only
without discussion.
b. Part-time Stormwater Specialist (Request). There was much
discussion regarding this position and the lack of funding and the hiring freeze. There
was also discussion regarding a need to cross-train current staff to fulfill the duties as
outlined. As it stands, the Village Engineer will continue to fulfill these duties.
