STORMWATER COMMISSION
MEETING SUMMARY
Tuesday, April 13, 2010
The following persons were present: Commission Chair Joe Lo Verde, Andrew Vitale,
Chuck Ostman, Mousa Nazzal, Steven Vinezeano, Scott Jochim, and Mayor Callero. Not
present were George Van Geem and Richard Wlodarski,
I. This meeting of the Commission began with a quick history of the Stormwater
Firm selection process by Project Manager Vinezeano. We started in December 2009,
had 19 firms submit RFQs, we interviewed five firms and had three firms (CB, Hey,
and MWH) submit RFPs. The goal is to leave the meeting with a solid choice of a
firm to move to the next step with and be prepared for proposal to the Board at the
May 2010 meeting.
The Commission members discussed each of the three firms and the following points
were made:
Hey’s approach included simple solutions and they did not go straight
for the hard pipes, which cost more.
Hey has a public GIS program that can be worked with in the future.
Have worked with MWH in the past and comfortable with them, but on
fence and could work with any of the companies.
Hey provides a better value. Although the cost is higher than MWH,
more is being done with less money.
MWH is cheaper. Want to make sure that Hey provides Ordinance
work in future. (This was checked and they do).
MWH was cheaper and in past that was the way to go, but Hey is
qualified.
Hey came across as having a lot of energy, they are nearby, and they
have already been through the town during the last short storm.
The group decided unanimously to choose Hey and Associates to bring in for another
meeting in an effort to finalize the scope of work and cost. Our goal is to bring the
cost down 10% without jeopardizing the product. A date will be set to have Hey
provide a quick presentation on their scope of work and take questions from
Commission. This must be completed with a new proposal ready by 14 May 2010 for
the 25 May 2010 Board of Trustees meeting.
There was discussion about those towns that tie into the Niles system and how we
should ensure that issue is addressed by stormwater firm. Skokie, for example, has a
combined sewer connection near Caldwell.
